Uncertainty in multi-attribute problems is firstly discussed as an entry point, methods of dealing with uncertainty are studied and their advantages and disadvantages are compared. Secondly, basis theory of cloud model is researched, and its superiority as an effective model of uncertain transition between a linguistic term of a qualitative concept and its numerical representation used in multi-attribute decision-making is pointed. Thirdly, Computer Simulation Technology is introduced to reduce deviation of Backward Cloud Generator and improve the accuracy of the evaluation results. Fourthly, a multi-attribute method based on cloud model is proposed and its validity is testified by the experiment. Fifthly, on the basis of the multi-attribute evaluation method based on cloud model, a multi-attribute decision-making system is designed using UML and implemented. This system is more scientific, quick and efficient for uncertain multi-attribute decision-making. Lastly, this system is applied to evaluate mining area environmental quailty and decision-making of QiTaiHe branch of LongMei MINING GROUP CO., LTD. as an example. The result show that cloud model applied to uncertain multiple attribute decision making problems is advanced,and the method is effective, has important theoretical and practical value.
