Next, the human factor also influcences on the project quality. Human is the inventor of quality, and the core of the quality control. As the object of the control, avoiding the human's fault is the promise of the quality . Therefore, it is necessary to strengthen the communist ethics, the labor discipline education, the occupational ethics education, the special technical training and to perfect system of personal responsibility and to improve work condition. Besides to drive the work enthusiasm justly, according to the project characteristic, to control the use of persons is also necessary in person's technical level, person's physiological deficiency, person's psychological behavior, and person's wrong behaviors .In addition, the material (including constructs fitting) is the material conditions of the project construction. The construction cannot be done without materials.The material quality is the base of the project quality.The project quality does not meet the requirement if the material quality is not good. Therefore, it needs certainly inspect the approval strictly for the material quality control and to use them reasonably.it is also necessary to establishe the control panel account and to control the receiving, sending, restoring and transporting to avoid mixing and abusing the unqualified materials. Therefore, the reinforcement of the quality control is the guarantee of the project quality and is also the premise of the normal execution conditions.Finally, the construction machinery equipment is also not allow to neglect. It is the important material base of the construction mechanization and is the essential equipment in the modernized construction. It influences the progress and quality of the construction item directly. Therefore construction machinery equipment's selection should be considered according to the spot condition, the structural style, the mechanical device, the construction craft and the method, the construction organization and management and the building technology and so on to equip and use reasonably.Therefore, it is necessary to make the man-machine fixed system, the operating licence system, the post liability system, the shift relief system, the technical maintenance system, the safety handling system, the mechanical device censorship in order to ensure that the mechanical device is under the best condition and to guarantee the quality.The third chapter elaborated the construction quality cost control in view of the dorm project quality control of Liaoning University Foreign Language Institute; Quality control and the realization of the construction goal; Quality control and occupational health security, environmental management system; Quality control and reference material management and so on. The plan of construction, the construction craft, the construction organization, the construction technique measure and so on need to be guaranteed correctly. When the plan of construction is made, the construction problem must be solved according to the reality . The plan of construction must be technically feasible, thinking of the techonology, the organizaton, the management and the economy, so it is good for improving the project quality, speeding up theconstruction and reducing the cost. In the entire quality control, construction item's preparatory work must pass through the construction process, and the product quality cannot be neglected in the construction process.. If the earlier preparation is not enough and it's not stict with the control in the construction process, the quality cannot be guaranteed. The safety first is proposed from the element of the production protection ,but the quality first is from the concern on the product achievement . The security serves for the quality, and the quality needs the security.In the construction process, some sub-items have already been completed, while other projects are still under construction, or some spots have been completed, while other spots are being under construction, if the completed parts cannot be well protected, it will create the damage, affect the quality, even it will become the permanent flaw. Therefore, it is necessary to protect the production well to guarantee the project quality. In the engineering project construction, product protection must be first.work fully. If the protection is not good, even if the product is of high quality,it will also become the waste product. Therefore, the examination of the product protection is necessary,besides the possible arrangement of the construction procedure.The fourth chapter is to evaluate the management and to propose the improvement means to the existing problems . Neglecting the quality cost, the time cost as well as the risk inspection of the cost control will cause the construction quality. Another reason is to neglect cost control staff. Some corrective methods are following in the future : First, to make scientific cost control targets. It also develops further study on the specific application of the overal quality management in the oconstruction process, and tries to balance the relationships between quality control, cost and progress control. Its aim is to probe the beneficial practice and application of the project management theory. This paper sytemetically analyzes all the factors which influence the construction quality in the manufacturing process for the construction enterprises. Based on this, the paper proposes that the construction enterprise must try to solve the problem which the project management encounters in the process of construction. And it has offered the corresponding suggestions and measures. It also introduces the project management method in the project implementation process according to multi-factor, multi-level, the quota target and the stationary index approaches. It probes the beneficial practice and application of the project management theory.
