Financing problem during the development of small enterprises has been paid more and more attention to as the role of small enterprises in our country's economy become increasingly important. Credit funds from commercial banks take a main part among the various extraneous fund sources of the small enterprises. To reasonably inject credit funds into small businesses is an efficient way of resolving funds constraints in their development.Commercial banks to build complete mechanism of risk management could not only improve financing situation of small businesses, but also make practical significance to help the state-owned commercial banks to face fierce competition and enhance their ability to make profits.This article discussed the methods of enforcing quantitative management of credit risks of small businesses through completion the credit evaluation mechanism for them on considering with the features of their credit risks from the state-owned commercial banks'point of view. This article also researched the gaps of credit risk management in banking industry between our country and some developed countries and worked out a target-oriented risk control system during the whole crediting procedure. This system could effectively recognize and control the risk points of loans to small enterprises. Thus the credit risk could be prevented and resolved.
