Exploration In The Construction Of The Rural Social Endowment Insurance Three-pillar Model Of The Chinese Elderly Rural Empty-nesters

China has become one of the aging population countries of the world. China's rural elderly population was up to 70% of the total aging population. But all along, peasants mainly rely on their families, when they're aged, undoubtedly, which is ensured by their land. The rural social security is basically placed in the blank appearance. From the perspective of the social development, the rural old-age pension has become an unavoidable social problem. In addition, with the accelerating process of urbanization, cause so many young rural laborer shift and transformation. No doubt the Chinese elderly rural empty-nesters are increasing fast. This will enhance the difficulties of the rural pension. This article says, the rural elderly alone is known as the old rural empty-nester, which was as a result of the young children transformation. With the accelerating pace of urbanization and aging issues severe, rural elderly empty-nesters pension problem gradually become one of the important and difficult issues in china's rural areas. This article is based on some social phenomenon, such as aging, smaller families, and urbanization. This paper introduces Chinese historical experience and foreign rural old-age security. The author tried to establish a rural empty nest elderly endowment model. This article proposed to use the pilot program of the new-type rural social pension insurance system, which is issued by government in 2009, to establish the basis for pilot. This article proposed to use the transfer of collective land, those lands belonged to the rural empty-nesters, whose children migrant, and their lands have gone to rack and ruin, which to lay a good foundation for firstly realizing the transfer of collective land. Use this channel to expand the basic pension, be called land's pension. The author attempted to establish the village old community security, supported by the public and private domain. Based on the above achievements, the three-pillar model constitutes the core of this article. The purpose is to solve the social security of the Chinese elderly rural empty-nesters, also put forward the suggestions and advices for rural old-age security system.
