The Impact Of Labor Transfer On Rural Old-age Security

According to the sixth national census, the percentage of population over 60 has become 13.26%, increased by 2.93% than in 2000, those over 65 is 8.87%,increased by 1.91%. China’s population is aging at unprecedented levels and the process is accelerating. According to the forecast, the fastest period of China’s aging population will be from 2010 to 2050, the population over 60 will be 1/3 of all in the year of 2050, which means our society will enter into the aging period. Because our country belongs to the "getting old before getting rich" type, how to solve the pension problem, especially the large numbers of rural residents’ pension issue, has become a pressing matter of the moment. However, the large number of rural labor workers not only increased the aging degree in rural areas but also reduced the rural endowment resources.Under the condition of the imperfect rural social security system, the traditional family endowment insurance is rather important. Rural labor force rote-site transfer makes it difficult for family security system to play a role, but the local transfer, "departing farming without leaving native land" mode, can make up for the defects, especially in the aspect of family care and spiritual consolation. Although rural labor force in our country is based on rote-site transfer nowadays, the migrant workers monitoring 2013 survey released by the National Bureau of statistics shows that rural labor force rote-site transfer is faster than the local transfer both in quantity and speed, which has become a new trend.This phenomenon provides a new solution for alleviating the rural old-age security dilemma to some extent.Based on the current situation of basic national conditions and the rural labor force transfer, this paper analyzed the influence of different labor transfer modes of rural old-age security in China from the angle of labor transfer, especially the influence on the elderly life quality. In the end, based on my learned knowledge and reference of other relevant documents, I intend to give advice on promoting rural labor force local transfer and improving the rural old-age security. This paper is mainly divided into the following six chapters:The first chapter is the theory basis of the research, briefly discussing the theoretical basis of labor transfer, including the Lewis model and Schultz model; rural social endowment insurance basic theory, including the theory of social development, social equity theory and Maslow’s hierarchy of needs theory.The second chapter is the present situation and difficulties of the rural old-age security in China, mainly introducing the basic framework and the problems of the rural old-age security.The third chapter analyzes the impact of rural labor force rote-site transfer and local transfer on the rural old-age security in theory.The fourth chapter is the comparative analysis on the impact of different labor transfer modes on rural old-age security system. With the data collected in Hebei Province, Tangshan City Fengnan area and Xingtai city Baixiang area, empirical analysis was did in the SPSS20.0 software, using Logistic regression model to prove the correctness of the theoretical analysis.The fifth chapter is the conclusion of the study.Before the middle of the century, China is still in the primary stage of socialism, so the rural old-age security is still a family based security, collective security and social security as a supplement. So we must vigorously develop the rural economy, the realization of the rural labor transfer on the spot, provide the conditions for the family pension, while we improve the rural social security system and reach the goal of "sense of security".
