With the thorough system reform of Construction Project Management,the production patern and organization structure have changed deeply in construction company, especially in state-run key engineering enterprise。Construction Project Management have become the core content in production management.System of project manager responsibility and cost accounting applied extensivly。The standard of project cost management has turned into the main factor with company's survivel and development。With personal accumulated practice and working experiences of several years in engineering corporation, the author fully emphasis the importance and necessity on project cost management,integrating the current real situation of the bureau's cost management,the thesis analyses entirely the major cost management problems of the china railway 23rd construction bureau Co.Ltd in railway engineering and construction (E&C) project。Based on a wide investigation and deep research,the paper mainly introduces the LiuZhan railway E&C W5 project of the 23rd bureau how to adopt efficiently the responsibility cost management to control the project's cost。By deliberatively analysing and advancedly researching on the LiuZhan railway E&C project,in the present new state,a set of practicable latest method is emerging,which will has a tremendous effect on the 23rd bureau's domestic railway E&C project cost management。In this paper,under the style of the responsibility cost management。the principle of combining theory with reality and qualitative analysis with quantitative analysis is utilized,applied model and fulfilling procedure of responsibility cost of railway E&C project are discussed in detail。The methods,means and procedures in all the sectors of cost management of E&C project are analyzed and interpreted。The conclusion of my paper is below:In the 23rd bureau's present new state,the more effective and scientific model of cost management of railway E&C project is:on the basis of the contractor cardinal number formulated by the company,rationly break down the target,work out responsibility cost budget of subordinate engineering teams and functional departments,implement own responsibility objective stair by stair。At the beging of fulfilling responsibility cost budget,the responsibility center should draw up its own objective cost on the basis of its responsibility cost budget。And in the course of project construction,controlling cost may be used,meanwhile, cost accounting and cost responsibility should be strengthened。So,while each objective cost of every cost center is realized,the whole responsibility cost budget of the project could be realized。It is true that there are still many problems in project cost manament which can be studied from diferent ways and means.。the author studied the reforming of the 23rd bueau's project cost management from a new point of view, and hope this thesis provide a useful reference method for the improvement of construction。...
