The Research On Pension Security For Land-lost Peasants Of Industry Park

In recent years, with the acceleration of industrialization and urbanization, farmers are losing their survival land thus forming a new group of land-losing farmers. Statistics show that, at the present, the land-losing farmers are at least 40 million around the country and the number is on the rise at an annual of 2 million scales. How protect the interests of land-losing farmers of industrial park. This is an important topic for the government to establish Social Security system for the farmers who lost their land. Solving the problem of land-losing farmers in Industrial Park effectively and easing social conflicts is important not only for the healthy development of urbanization and industrialization but also for requirement of harmonious society. This article aims to research how to build Insurance Pension System of Industrial Park Farmers and solve the problem of pension protection of industrial park farmers, to better protect the industrial parks farmers'rights.A perspective of fair theory was held in this study. After the preliminary investigation, I put forward two basic assumptions which is the serious lack of old age security of land-losing farmers in Industry Park and the pension security effecting by the family financial situation and pension demand and other factors. On this basis, I made a large number of questionnaires and detailed interviews toward the land-losing farmer in Industry Park. According to literature date, I found that the level of pension security of landless farmers is low. Land-losing farmers have a large demand for pension security. The style of pension security is single. Industry park of land-losing farmers and other pension security mechanism is not perfect. At the present, land-losing farmers'pension is narrow coverage and low standard in the industrial park which is far from the desired security requirements. when reached the basic conclusion, there has a few of multivariate analysis and discussion about the government pension security, collective and individual division of responsibilities, financing pensions and appreciation, personalized account of the establishment of pension security, to promote employment and improve the security and so on.Finally, put forward the basic ideas about the pension security of land-losing farmers in Industrial Parks. The first idea is to establish reasonable economic compensation mechanism and carry out rural pension security "market" of operations. The second idea is to diversify in land compensation and innovation compensation approaches to protect the industrial parks land-losing farmers a sense of security. The third idea is establishing a new kind of training and employment mechanism to promote the employment of land-losing farmers. The last idea is establishing a perfect social security system and solving the problems of old-age security of land-losing farmers fundamentally.
