Since1980s,with the rapid development of industrialization and urbanization in our country, a large number of collective fanning land in the rural has been commandeered,. Thus, landless peasants-a new social disadvantaged group has been appeared. In China, due to the long time restriction of two urban and rural economic structure, land is not only means of living to a farm,, and also important carrier of life, job and pension. Once losing the land, it means losing the most basic life safeguard. If we can’t solve the problem of landless peasants, it will be bad for social stability and harmony, and will also influence the development of rural economy., and can not achieve the object of Industrialization and urbanization that economic development, social progress and the improvement of people’s living level. In order to solve this problem, in recent years, with the increasing attention of all levels of governments, many regions carried out a series of policies to protect the interests of landless peasants, and has achieved some results. But generally speaking, the development of the social security system of landless farmers in China is lagging behind. As the scale of land-lost farmers continue to expand, to establish a continuable social security system which can take account the of both the current living need and the living security of landless peasants is imperative.Firstly, this paper summarized the existing research results through defining the concept of landless peasants, learning related theories and instance analysis about landless peasants compensation and social security research home and abroad. Secondly, through the comparison of resettlement mode of the landless peasants in Zhuanghang Town, we can reach the problems which landless peasants are faced with. Then, through investigate various aspects of the situation and needs such as the life of landless peasants in Fengxian District, and changes of their life before and after land-lost, and satisfaction to the existing life, we can find problems such as the existing legal system is not perfect-security mode is single, level is too low, employment security is not in place, security capital appreciation value existence pressure, system guarantee transparency is not high. Through analyzing the reasons, rigid and flexible measures can be forwarded to improve the landless peasants social security system. Through measures such as improving the legal system, improving and innovating land use system, innovating guarantee measures to protect the interests of landless peasants, to maintain living needs of landless peasants, and to increase the degree of social harmony.
