Research On Current Situation And Countermeasures Of Employment Security For Landless Peasants In Weicheng District Of Weifang City

At present, our country is speeding up the urbanization process. With the continuous expansion of city size, city built area towards rural areas, leads to a large number of rural collective land requisition, more and more farmers lost land, and farmers become vulnerable groups in society. In the placement of the lost land peasants, the local government and relevant departments, the common practice is to make up in the form of cash compensation, but tend to ignore the long-term development of the farmers, unable to continue to protect the peasants to provide employment and life. Therefore, how to effectively solve the problem of employment and social security of landless peasants is a major development of our government and society to take seriously, but also the key to building a new socialist countryside and thoroughly solve the "three rural issues".This paper studied on problems and Countermeasures of employment and social security of landless peasants in Weicheng District of Weifang City, the main research contents are as follows:firstly introduced the research background, research purpose and significance, research status at home and abroad, the research method and the innovation point of the paper, and expounds the basic concept of farmers, land expropriation compensation, social security of landless and the basic theory of property rights and land property right theory, land rent and land price theory, institutional change theory and Maslow’s hierarchy needs theory; secondly, through questionnaire analysis the basic situation of Weifang City, the family of landless peasants in Weicheng District of land requisition compensation and employment situation, analysis of Weifang city housing security situation, Weicheng District landless farmers old-age security status, health insurance status and the minimum security situation; then, on the basis of the analysis of the main problems of landless peasants in Weicheng District of employment and social security of Weifang City, analyzes the reasons for it, think of Weifang District of Weicheng City, the land requisition compensation system lag, landless farmer employment increasingly difficult, living security system enforced, land acquisition procedures are not standardized, landless peasants the overall quality is not high; once again, the UK, American and Japan. In the practice of solving the employment and living problems of landless peasants, and on the basis of foreign practice and experience to solve the employment and living problems of landless peasants enlightenment to our country; finally discussed the countermeasures to solve the problem of landless peasants in Weicheng District of employment and social security of Weifang City, put forward to establish and perfect the compensation mechanism, rural land requisition actively expand the landless farmer employment channels, policies to encourage and drive a farmer to do poineering work independently, countermeasures for strengthening the six aspects of the establishment of service system of employment of landless peasants, landless farmer employment skills training, play the social security function of land and the legitimate interests of protecting farmers. Through this research, I hope that it can effectively and reasonable solve landless farmer employment and social security to provide ideas and suggestions in Weicheng District of Weifang city.
