In recent years the real estate developers are under increasing pressure as the national macro-control being strengthen and the influx of new developers ,for most of the developers the situation presented in the real estate market is not very optimistic. Because the market demand and the affordability is very limited. So if the developers build housings regardless of market demand, the result of this is very clear, the housing vacancy rates will continue to rise. How to reduce development costs to survive in such fierce competition is a important problem that every developer have to face.Real estate development cost control is not the simple construction stages of cost control, and more than the cost saving for a stage, and should consider the whole project development, all-round Angle, make the use of the effective resources (human, material and financial resources) maximum. From the overall sense of the project cost reduced so as to improve the economic benefit of real estate development project cost management, real estate development, improve the scientific. The real estate development of operating costs include a variety of factors, influencing factors and environmental project decision-making period, construction and organizational structure, etc.According to today's real estate market situation and my practical experience, this paper mainly discuss how to reduce the develop costs by using scientific project management methods and cost control system in the whole process of real estate development. Focused on how to make use of the value chain analysis theory, earned value management methods, work breakdown structures and lean production ideas in the project management to control the costs from pre-decision-making stage, design stage, construction stage, sales stage to property management stage.
