With the Chinese telecom market open according to the commitment, a number of telecom operators coexist in telecom market. These major operators are trying to expand their business scope, not only on the business operation of mutual penetration, but also on the business license for entire telecommunications business. How to reduce and control the operating costs of enterprises has become an important task to the telecom operators, and one of the solutions to the task is to control and reduce the construction costs of the communication projects.The baseline of this paper is the cost control of the communication projects.Project cost control is one of the cores of modern project management. Project cost refers to all the expense during the period from design to completion. Project cost management is to plan, manage and control the expense required by all different processes to ensure the project goal with the approved budget. This paper describes the basic theory and some methods of the project cost control, and applies them to the real practice of the international Wei jing Hotel indoor POP construction project. This paper emphasizes the application of earned-value model and suggest how to apply the FMEA model to support the complete project management.
