Study On The Xi'an Housing Removal Compensation By The Evolution Game Theory

Urban housing removal is the necessary process of urbanization caused by social and economic development, is also the need of improving living environment and standards. Since our country reforms and opens up, the number of urban housing removal increases sharply with the rapid development of economy and the accelerated pace of urban construction. On the one hand, housing removal has an important pushing effect on completing the urban planning objectives, using of land resources rationally and improving the city comprehensive functionality. On the other hand, removal work has a direct impact on urban development and social stability. Housing removal involves Many-sided benefits; it also leaded to social conflicts in the process of promoting urbanization. The number of people dissatisfied with housing removal increases year by year. Even in some places, conflict intensifies to influence social stability. The removal conflict becomes the first contradiction which influences the building of the harmonious socialist society. Consequently, it demands us to study the urban housing removal urgently from the perspective of compensation, in order to innovate the removal theories; in order to promote urban development and to safeguard the removal party legitimate interests.This paper takes Xi'an as an example. Through carding the removal policy and investigating the current situation, the problems of urban housing removal have been found, and it comes out the main reason of causing removal contradiction that is the lower compensation in removal. Set up the binary hawk-dove evolution game model to analyze the compensation for removal, the result is one of the removal parties would choose the tough "struggle" tactics, in consequence, the current removal compensation is not the best. Then, according to the removal compensation method of Bei Lin district of Xi'an, the model is improved and it comes out the best compensation. The removal example of Da Ming Gong site region has been used to prove the improved model is reasonable. Finally, the paper proposes several suggestions to complete the removal policy.
