Study On Land Expropriation And Housing Removal Of Suburban Land

In recently years, with the acceleration of urbanization process of the suburban areas,the projects of land expropriation and housing removal have been increasing constantly and its' areas have also been expanding. Such problems as dissension, settlement, protection of the ecological environment have been increasing with more and more suburban land been expropriated and more and more house been removed. Because such problems are complicated, the correlative laws or policies demand farther investigation and a series of sociological problems caused by this need been settled urgently.This paper tries hard to seek the reasonable laws, expropriating system and expropriating process by introducing the correlative theories, domestic expropriating laws and policy of land expropriation and housing removal in different regions.This paper studies the land expropriation and housing removal of the suburban areas in Chongqing by inquiring and collecting correlative data. The main problems are: the increasing quantities of villagers losed land possibly brings a series of sociological problems; lack in laws and statutes, for example, the law of housing removal in suburban areas and in city is similar, but the housing removal in suburban areas is included in the compensation of the land; in settlement and compensation, the government intervenes the settlement house and the compensation are little and not timely; in behavior and function of the government, the behavior of the government loses criterion because lacking restriction of power and balance of benefit; the influence of destroying of ecological environment is becoming more obvious with a mass of croplands and greenbelts of suburban areas been expropriated.The causations are: the leaders paying attention to nothing more than achievement, warp of the function of the government, limitation of the system of land expropriation, commonable property of the suburban land, standard of social security of the villagers losed land is too low, the change of utilization of the suburban land have badly influenced the ecological environment.This paper taking "the removal of villagers of Zhong Liangshan, Chognqing" as example, analyzes the countermeasures aiming at the problems of land expropriation and housing removal in the suburban areas: fulfilling of the responsibility of the government, consummating expropriating process, housing problem, losing land of villagers, protection of the ecological environment.The purposes of this paper are to analyze the problems of land expropriation and housing removal in the suburban areas on the foundation of other achievement, to study the feasible countermeasures so that helpful ideas and suggestions are supplied to the similar projects.
