At present, We carry out sweeping approach to solve the problem of the real estate access in china at present.The government had not considered the otherness in economy level of development, cost of land,construction cost and so on.This made the access of the real estate confuse. So we need to establish the scientific normative wholesome the access system to realize the effectual regulation of the government.Firstly, the writer analyzes the current situation and the problem of the access of real estate. Secondly, this article analyzes the theory of the access using micro and macro-economics, game theory, regulation economics, excessive competition theory, institutional economics and so on. The paper analyzes the risk of real estate investment by expert survey method, analytic hierarchy process and fuzzy comprehensive Evaluation. Thirdly, it makes the model of registered capita of real estate considering the influence of the risk.The article arrives at a conclusion that different areas should make different access instruction by analysis and realizes dynamic management of the access of real estate.The paper makes the proposal to optimize the access management.The proposal has reference value to policy about Access of real estate reference value.
