Harmonious Mechanism of the Relationships between Counties is the main content of the research on relationships between local governments. Competition and cooperation are the two crucial factors in this relationship. Market mechanism and bureaucracy play an active part in harmonizing the relations between governments. Since the reform and open policy, business and investment promotion is becoming increasingly important in the economic growth of all regions; however, because of the relative lack of harmonious mechanisms between local governments and system defects, local governments, as the implementers and beneficiaries, have brought about the negative phenomena of resource waste, capital flow, and environment contamination due to homogeneity competition, which exert serious side effect on the harmonious and orderly development of local economies. This paper focuses on the main problems of excessive competition during the course of business and investment promotion, discusses the causes, thus putting forward the relevant policy measures and suggestions of building a harmonious relationship between local governments to offer a helping hand to the relevant future research.
