Research Of Investment Promotion In Xiangyang City

Based on the Xiangyang’s practical conditions, this paper attempts to investigate the problems of attracting investment and figures out their reasons,through the comparison among the same-level and the similar cities around the surrounding regions, by analyzing the local investment projects, studying, sampling and comparing the settled enterprises, investigating the statistics over the years, the paper aims to find out the practical solution to an all-round, balanced and sustainable development of economy and to optimizing industrial structures under the background of the global economic recession and the national industrial upgrading.Xiangyang has achieved an outstanding development in facilitating the city’s competition and enhancing its influence by attracting investment which brings about industries upgrading and economic growth in recently years. However,some issues still exist, including the project platform needed to be optimized, the inefficient project management mechanism, the soft investment environment which needs improvements, the slow process of foreign investment and the misbehave of investment promotion subjects.The reasons for the aforementioned problems consist of two aspects: for one thing, there are several objective factors,such as the projects are affected by the unbalanced industrial structure, and the comparatively low competitiveness in municipal investment environment and county-level economy. For another, the local government should also find its fault in this situation. For example, the restriction of national laws and policies, the influence from the county economy assessment system, the relatively low level of the governance and administrative services, the lack of the resources elements, and the low-level of opening-up are all included.In order to solve the issues, the suggestions we advocate are separating the development of county economy, strengthening support system of laws and policies, improving the investment environment by consolidating financial, scientific& technical innovation method, enforcing political decentralization, perfecting the system of assessing, approving,withdrawing projects, further expanding the opening up, in order to achieve the development orientation of provincial deputy central city and central city of Hanjiang River Basin.
