Since 1990's, supply chain management (SCM)has been regarded widely by academe and enterprises. Procurement is being paid much attention as the most valuable part in supply chain system. Especially in e-commerce era, the complexity and levity of procurement management is on a great rise because customer demands and market are changing faster. E-procurement via modern information technology (IT)appears. E-procurement can reduce transaction cost, increase the efficiency and transparency of procurement process, and then improve the whole operation efficiency and competitive advantage of the supply chains. Therefore, e-procurement has been all important step and one of hotspots of SCM. Most businesses are beginning to embrace electronic procurement (e-procurement)solutions and strategies based on Internet technology, and implementing simple initiatives designed to automate the purchasing of indirect supplies and streamline basic procurement processes.This Paper, on the theoretical and methodological basis of modern supply chain management, business process reengineering and E-Commerce, reengineers scientifically old procurement organization and procurement flows and gains the realization of centralized procurement and aggrandizement of examinations during procurement-plan constitution and procurement. Then this paper proposes to apply advanced information technology and E-commerce techniques to study and realize procurement management system on E-commerce, and makes enterprises procure online, consequently decreasing procurement cost, promoting procurement speed and strengthening procurement control.Through full investigation and research on ChangQing Oil Field Co. this paper builds the E-procurement Management System of ChangQing Oil Field Co, which is composed of supply chain management, business process reengineer and E-commerce. This system is an integration of many function modules, such as material plan management, examine and approve management, contract management, supplier management, inventory management, bidding management and finance management. And this paper realizes the connection with no gap between network and procurement flows inside and construction supply chain system, so that it makes digital, scientific and electronic management of procurement.
