The agriculture is the basis of the national economy, so it plays an important role in the increase and decrease of the farmers' income and agriculture developed healthy and stability. However, in the background of transformation of the economic system and economic structure simultaneous, the agricultural risks of Shaanxi Province show some new characteristics of wide variety of sources,serious losses,difficult prevention,high costs,far-reaching influence and so on, so the severe inefficiency and lack of an efficient responding mechanism of agricultural risks。This was profoundly manifested in the following ways:the effect of the individual farmers based model of the traditional protection is decreasing but it is irreplaceable, and The formal protection system (Non-formal mechanisms for risk aversion)which was characterized by governments and insurance companies involved in is difficult to set up quickly. This means that simply emphasized one certain kind of way of farmer, government and insurance market and ignored the other certain kind of them is a mistake thought. In response to the issue of agricultural risks, the paper emphasizes paying attention to the influence of one certain kind of way of farmer, government and insurance market, and establishes a multi-level agricultural risk coping mechanisms.The paper is based on Consumption smoothing theory,Risk-averse in Social Network,transaction costs theory,information depletion theory,interest group,Preference behavior of government and so on,and analyzes the coping behavior of non-formal agricultural risks(ex-ante and ex-post mechanisms) of farmers,government and the coping behavior of formal agricultural risks of insurer, then reveals the backgrounds and reasons of low-level equilibrium of our province in avoiding the risk of agricultural. In view of the quasi-public goods and effective externalities of Agricultural insurance, it determines that the operation and development can not separated from the support of the government, so it puts forward a multi-level coping mechanism based on policy and financial support which was provided by the government, and this mechanism put Structuring policy agricultural insurance in the first place and the risk of prevention of Individual farmers in the second.The purpose of paper responds to acts of agriculture risk through an analysis of farmers,government and insurance companies, and discussing the different function and combination mode of non-formal security mode and formal security mode of individual farmer, then with the actual situation of Shaanxi Province, then studying how to build a multi-level agricultural risk coping mechanism, and solving the difficult problem of the development of agriculture,income growth of farmer and social stability which was perplexing the farmers in our province as quickly as possible。...
