As a large province in central China, Shanxi province riches in mineral resources, especially coal reserves. In recent years, with the coal market's flourish and the shortage of mineral resources, the"sustained, powerful and steady"supply from Shanxi coal market has not only made great contributions to the development of the local economy, but also provided a strong protection for the energy supply of other provinces in our country. However, behind the rapid development of coal economy, many negative issues emerged increasingly. First one is the single economic structure. Despite the coal economy greatly promoted the economic development of Shanxi Province, but the situation of single economic structure has not been fundamentally changed, and then restricted the long-term economic development of Shanxi Province. The second is the serious waste of resources.Coal companies vary greatly, resulting in waste of resources. These problems have caused enormous losses to population environment and the development of socio-economy in the local region and seriously restricted the long-term economic development of Shanxi Province. Third one is the damage of the environment. Damage of the surrounding environment in coal mining has made unprecedented pressure on the human habitation. The last one is the increase in coal accidents. Especially in small and medium sized coal companies, affected by technology, equipment, management and other factors, the high occurrence frequency of coal accidents have been attached great importance by local and central government.Therefore, how to strengthen the integration of coal resources, maximize the resource value, to achieve the smooth transformation of development models and accelerate the"green, security and harmonious"development in Shanxi by extending resource value chain and developing alternative industries, is urgent to solve the problems of economic development and is significant.Based on the elaboration of the sustainable development theory, property rights theory, public goods theory and other theories, this paper combined the status of Shanxi coal industry, made in-depth research on the relationships between coal mining resources, environment, economy and social, proposed the coal resources integration model of Shanxi and established index system, evaluation model and standard for health evaluation of coal resources by introducing health evaluation into the evaluation of the development of coal resources integration. The validity of the model was confirmed by means of data collection, data management, examples analysis and model validation etc. A health theory that was consistent with the characteristics of coal mine was drawn and provided a scientific basis for the sustainable and healthy development of coal mines.The contents of this paper are as following. The first chapter is an introduction and a review at home and abroad. The second chapter is basis for the relevant theorey; the third chapter is the basic theory of fuzzy neural network. Chapter four is the integration of coal resources and the establishment of health evaluation system in Shanxi Province. On the basis of the analysis of the status of coal resources and the need for integration in Shanxi Province, this chapter proposed Health Assessment System for the integration of coal resources of Shanxi Province. Chapter 5 is empirical analysis. Using enterprises participate in the integration of coal resources in Shanxi Province as example, this chapter adopted the health evaluation model deduced from fuzzy neural network to develop health evaluation. Chapter 6 is some specific suggestions and strategies. The last Chapter is the conclusion of the paper and outlook for the future.The main work and innovations of the thesis work are as following. First, proposing the integration model and organizational structure of coal resources in Shanxi Province; Second, building a health evaluation index system for the development of Coal integration in Shanxi Province; Third, using enterprises participate in the integration of coal resources in Shanxi Province as example, adopting the health evaluation model deduced from fuzzy neural network to develop health evaluation and proposing necessary matters Enterprise and the Government should take note in the integration of coal resources.
