Gradual expansion between the region economical growth disparity is also a prominent question in our country current economy growing, and studying the region economical disparity makes important means in our country overall economy development and society stablity.The article analyzes human capital and the economical development situation between Shaanxi and the Henan provinces through the contrast, is in the purpose to analyze the research to develop the economy well through two province human capitals.This article first proposes the study question of the paper through summarying the paper researching background, then introduces separately the paper research goal and the significance, and carries on the brief commentary to the human capital and the economical growth relations from domestic and foreign research present situation, finally also elaborates the paper research thinking and the method, as well as the innovations,deficiencise and importants, difficulties.Then the chapter two gives the related concept of the human capital, reviews the theory of the human capital and the economy, and introduces respectively the economy development situation and the human capital present situation of Shaanxi and the Henan provincesin detail.Then in the foundation of these theories and the actual stuations, the chapter four takes Shaanxi and Henan pronvinces, two education culture province and most population province as the sample, builds the effective work model which human capital effects to the economy of Shaanxi and the Henan provinces, then according to the material capital and the human capital time series data from 1999-2008 of these two provinces, carries on the measurement analysis using the SPSS16.1 software, obtains the results as follws.Shanxi Province's economy to grow mainly is leadly depended on the material capital investment.Labor force quantity haves the majority influence the economy growing.Shanxi Province's human capital level haves the low progress functions to the economy growing, and the human capital functions the shoulded promotion in economy growth aspect.Henan Province's economy growing is also mainly depends on the material capital investment impetus, although the material capital output elasticity is also bigger than the human capital output elasticity, but the Henan Province human capital level have more contribution to the economy than the Shaanxi Province human capital level to the economy.But although the Henan human capital storage quantity is very big, the the contribution which its human capital level has to the economy growing is lower than its shoulded.Therefore, the Henan Province still should enlarge elementary education investment, enhanced the human capital quality, but regarding Shanxi Province government should primarily adjust the unreasonable education investment structure. The government formulates the correlation drive policy and the system, promotes human capital reasonable flowing, and enables it effectively to promote the economy growing.Developing superiority industry emphatically, enhancing the Shanxi Province absorbing ability to human capital, and forming the positive cycle between the industrial development and the human capital effective use. Optimizing human capital structure, paying attention to developing specialization human capital, and these will be able to satisfy the human capital demand after the industrial structure adjustment.
