In the context of globalization, the level of development of a country depends not only on the amount of material wealth owned by the country, but also on the level of human capital. In the domestic and foreign scholars continue to study on the human capital, we conclude that, if want to know the country now the human capital investment situation is reasonable, not only to see the stock, the key is to see how the countries or regions of the efficiency of investment in human capital.2014 China’s economic growth rate fell to two in the first 7.4% quarters of 2015 year on year growth rate of only 7%, less than the same period in 2014, showing that China’s economic situation is not optimistic.In such an international and domestic environment, improving the investment efficiency of human capital is a new path to drive economic growth. The purpose of this paper is:in combs the domestic and foreign scholars of human capital and economic growth theory by comparative analysis and empirical research method get the correlation of China’s human capital investment and economic growth, and impact indicators; calculation of our country 31 province, autonomous region, or municipality directly under the central government investment in human capital efficiency and horizontal comparison; in all regions of the efficiency of investment in human capital gap, put forward corresponding countermeasures and suggestions.To achieve the above goals, the author mainly carries out the following research:(1) according to the situation of 1995-2014 in China and 31 provinces, autonomous regions and municipalities directly under the central government, the human capital investment and economic growth, the China’s provinces, autonomous regions and municipalities divided into East, West and Northeast regions from the geographical point of view, and make a comparative analysis; (2) after the analysis of the human capital investment situation around, with the help of Excel and SPSS 17.0 software, selecting typical indexes of education, science and technology, medical and health aspects reflect the human capital investment, human capital investment to measure the amount of each region by factor analysis method; (3)based on factor on the analysis, considering the complexity of the concept of human capital and the particularity, this paper uses the 2005-2014 index in every area of our country, and using Eviews6.0 software for the above indicators involves the number of According to the least square regression, the relationship between the economic growth and the indexes of investment; (4) the author by using DEA model to analysis the efficiency of investment in human capital are given a clear answer.The conclusion of this paper is:(1)the overall level of human capital investment in China continues to improve, but there is still a gap between different regions; (2) there is a significant effect between the number of college graduates, education expenditure, the industrial enterprises above the scale of R&D project, the number of Industrial Enterprises above the scale of the number of patent applications, the scale of industrial enterprises the above R&D expenditure, the number of medical institutions, health technicians, medical institutions beds showed economic growth and human capital investment; (3)the most effective provinces:Beijing, the Inner Mongolia Autonomous Region, Liaoning, Shanghai, Jiangsu, Shandong, Hainan, Tibet, Qinghai, Xinjiang and other 21 provinces the investment of human capital investment are excessive or insufficient problems.According to the above research conclusion, the author gives the following suggestions:(1)Transform the mode of economic development, pay attention to the human capital investment; (2) Adjust the area of human capital investment scale and structure adjustment; (3)Strengthen local education, science and technology, health and medical aspects of communication; (4) Improve around the investment in human capital management system.
