The Research About The Effect Of Fiscal Expenditure Of Jilin Province Economic Growth

Economic growth is the premise of a country or region’s economic rapid and stable development. Fiscal expenditure plays a great role in the economic growth, which can provide a large number of public product and public service for economic development, and encourage private investment, thereby promoting economic growth. Therefore, to study their effects on economic growth, from the perspective of fiscal expenditure is conducive to standardizing the government behavior, a sound financial system, promoting the steady and healthy development of the economy, but also provides a theoretical and practical basis for the government. Since the reform and opening up, the traditional industry of Jilin province has made great contribution to the Chinese economic development. however, with the rapid development of economic problems have been highlighted, especially lack of competitiveness. Jilin province is one of the base of northeast old industry, but also the economic backward areas.Relativing to both belong to the northeast old industrial base of heilongjiang province and liaoning province, also has a certain gap. while the "Twelfth Five Year Plan" period is the key period of comprehensive revitalization of northeast old industrial base of Jilin Province, to study the relationship between fiscal expenditure and economic growth, is the great significance to the development of the economy in Jilin province.The first of the paper is related to fiscal expenditure and economic growth in the literature and theory summary, and then combined with the actual situation of Jilin Province, analyzes the Jilin province since1978. Fiscal expenditure and actual GDP data, including the relationship between Jilin province empirical analysis of the relationship and between the scale of fiscal expenditure and economic growth in Jilin Province and the financial structure and economic growth. Empirical results demonstrate, Jilin province the size of fiscal expenditure can promote economic growth, including utilities education expenditure, expenditure, other expenditure can promote economic growth; economic construction expenditure, administrative expenditure has inhibitory effect on economic growth. According to the empirical results, putting forward recommendations include:one is to establish a sound fiscal revenue mechanism, ensure that the scale of fiscal expenditure; two is the appropriate compression scale economic expenditure, from production areas of expenditure; the three is to increase the culture science and health spending, pay attention to structure optimization; four is to reduce unnecessary administrative expenses, strict control of administrative expenses; the five is to protect the agricultural expenditure, strengthen the foundation status; six is the emphasis on social security and other aspects of expenditure, promote social justice. The fiscal expenditure of Jilin province become more efficient, optimize the structure of fiscal expenditure, promote the Jilin province economy fast, stable, healthy development.
