An Empirical Research On The Integration Of Medical Insurance System In Henan Provinve

As the economy develops rapidly, people are increasingly moving between cities and villages, different areas, and various fields, so that the borders between the cities and villages, workers and farmers has been blurred, the identity of people has been changed frequently, and the demand for medical insurance has been stronger and stronger. As a main province in agriculture and economy, Henan has been ranked top in China, but a number of problems are existing in the medical insurance system: unbalance of medical resources between cities and villages, incompleteness of urban and rural medical insurance system, a low level of overall planning, disorder of department ministration in urban and rural medical insurance programs, lack of establishment in transformation and cohesion of medical insurance etc. The primary problem lies in how to extend coverage and integrate the medical insurance system. As the society and economy develop, and the increasing depth of medical insurance system, the whole medical insurance has been basically achieved, but the practical problem is how to integrate the medical insurance system. How to achieve the balance between cities and villages and improve the level of overall planning remains to be the solved immediately.According to historical analysis, comparison analysis and quantitative method combining with qualitative method, this paper firstly presents the situation of medical insurance in academic circles nowadays. Secondly, it reviews the development and current situation of medical insurance in Henan province, analyzes the existing problems in the system and establishes health assessment system in Henan Province in order to solve these problems existed in the system. The author tries to use the clustering analysis of SPSS to evaluate medical hygiene level through empirical analysis in Henan Province.The result shows the regional health level of Henan Province is significantly different and indicates the regional distribution of diminishing from northwest to southeast. Medical and health level distribute regularly, the regions of high level are basically next to with each other. The situation provides the reality for the regional cooperation of the medical insurance system between urban and rural areas. It proposes three-step strategy of medical insurance system integration based on the above conclusion and the practice of Henan Province. Finally, the author puts forward some policy suggestions and measures on how to realize the integration of the medical insurance system: investment mechanism guided by the government , perfecting relevant laws, changing the management methods of departments, strengthening the construction of moral concept and the construction of system of traditional medical treatment insurance, etc.
