Integrated Research And Analysis On The Level Of Guangxi Science And Technology Progress

At present, relying on scientific and technological progress for economic development has become the new competition against the background of the modern. Guangxi, as the window of China connecting ASEAN Free Trade Area, how to raising the level of scientific and technological progress in Guangxi through the regional advantages and let scientific and technological services in the Guangxi's economic. But, last two years, the level of scientific and technological progress in Guangxi is not well, largely because of the level of comprehensive scientific and technological which mention at the national scientific and technological progress monitoring report at the ranks 30,just better than Tibet.To find the reason why the level of Guangxi science and technology progress behind the national other regions, Guangxi Autonomous Region has set up a discussion group,by analyzing the current situation of Guangxi scientific and technological progress level, find countermeasure and suggestion to improve the level of scientific and technological progress.This article comes from the subject of "Guangxi science and technology statistical monitoring evaluation system", major work is done research on the basis of the subject. This paper's mentalities are:First, this paper qualitative analysis the target meaning and algorithms of Supervision Index system, understanding on the index system completely.Second, through analysis of statistical monitoring reports of the national scientific and technological progress, with index analysis in weighted to identify the weak link of scientific and technological activities in Guangxi. Through the analysis, we find that Guangxi lack of input intensity in R & D Funds is the main reason leading the technological backwardness.Third, the quantitative analysis Guangxi R&D Funds underlying causes of insufficient strength. In-depth anglicizing, we found that awareness of independent innovation of enterprises in Guangxi is not strong enough lead to business needs insufficient demand, resulting in funding for R&D investment in Guangxi insufficient strength further affect the related indicators, leading to the level of science and technology of Guangxi fall behindFourth, the introduction of the rise in medical fields RSR, analysis of 11 western provinces (except Tibet) in related efficiency between R&D Funds inputs and outputs in the scientific and technological activities. By RSR analysis, we found that poor coordination of Guangxi R&D Funds and awareness of independent innovation worse than that of other Western provinces, From the other hand proved awareness of independent innovation is not strong enough has led to funding for R & D investment in Guangxi insufficient strength.Finally, according the main reason which lead the technological backwardness of Guangxi, this paper tries to give same countermeasures and suggestions, to improve the technological backwardness of the situation in Guangxi .
