With the development of the economic globalization and the coming of the knowledge-based economy, the style of the economic growth is changing from capital-promoted to knowledge-promoted. Technology resources, as the core of the knowledge innovation, distribution and application, play an essential role in the economic and social development. Thus, the appropriate allocation of the science and technology resource has a significant meaning for increasing the use effciency of the science and technology, enhancing the ability of the technology and improving the sustainable development of the economy. The large and medium industrial enterprises are the backbone of the national economic development. Its technological competitiveness directly impacts on not only enterprise efficiency, but also national technological competitiveness and overall strength. So, how to use technology tools to enhance science and technological resources allocation efficiency of large and medium industrial enterprises is an urgent problem which need to solve in economic development.This paper is based on the science and technological resources allocation situation of large and medium industrial in our country and our province. By studing the concept of indexes dimensionality reduction of principal:component, this paper has construct the evaluating indexes system which take the science and technology input resource as the input indexes, and the science and technology output as the output indexes. Using data envelopment analysis (DEA) model, we evaluate relative validity of the output-input efficiency of the science and technological resources allocation of large and medium industrial in our country. Standing in the national perspective, the science and technological resources allocation efficiency of large and medium industrial enterprises in Hebei province has analyzed. Based on thar, this paper find the different characteristics of the allocation of each province science and technology resources by the cluster analysis method. Witn the help of the canonical correlation analysis method, we research the canonical correlation analysis of each province science and technology input and output indexes, and find the important relationship between the input and output indicators. Finally, this paper has proposed the corresponding suggestions for improving the allocation efficiency of the science and technology resources of large and medium industrial in Hebei province according to the current situation reached in the former part.
