At present, China electric grid industry is undergoing a reform which is called "the separation of main and auxiliary business to eliminate related party transactions". Many joint-stock grid companies come to the fore and participate in market competition. This make state-owned grid companies face challenges in all aspects. Established by state-owned grid companies in the planned economy period, the effect of material incentives is becoming weaker:A single, average-based remuneration model, leading to a lack of pay equity and a sense of decline in job satisfaction and work motivation, directly affect the daily management of the target's vision and corporate culture. Only attention to mobilizing the enthusiasm of business operators to implement people-oriented management, making full use of a variety of ways to establish an effective incentive mechanism to maximize the effectiveness of its human capital, and improving the organizational and managerial efficiency, can state-owned grid companies get business competitive advantage in the increasingly competitive electricity market. This is the re-understanding of motivation theory in China new economic situation, and is also very important to the theoretical development of pay administration management.Based on the actual research of the situation in state-owned electricity industry, the article launches feasibility studies from the basic theory of salary, propose a new salary system operator program through analysis and diagnosis of the National Electric Grid Company's existing salary system, accomplish the evaluating process and analyzed evaluating result and provide with advices for solutions to the problems existed in enterprise salary management, so an effect of "fair internal and external competitive" can be achieved. The article is structured as follows:In the first part, we firstly introduce the relevant background of the electricity industry, pointing out the urgency of its reform and difficulty. Then, we introduce the concepts involved in the article and define the object of study, research topics, research content and its properties. Next, we summarize the research result of domestic and abroad business incentive compensation. Finally the framework of this research and application methods are introduced. In the second part, the relevant theory of the firm, pay theory and motivation theory are summarized. The third, fourth, fifth part is the main body. In the third part, the article describes National Electric Grid Company's background and current status of the operators' incentives. Combined with the above theory and literature review, the article finds the remuneration system problems and analyzes their causes. In the fourth part, focusing on the problems we propose state-owned grid enterprise operators pay system's rebuilding, including the design, operation mode and implementation strategies. In the fifth part, we apply the balanced scorecard, the Delphi method, AHP and fuzzy comprehensive evaluation method to complete the process of evaluating the performance of the operators, evaluation results are analyzed.In the sixth part, we sum up the entire article, pointing out the innovation point in this article and further in-depth study's direction.
