The reform of Chinese state-owned enterprises entered an important period. The fact known by all is that the achievements of the enterprises lie mainly on the performance of the managers, who are now less controlled and monitored than they are encouraged. Currently there is still no mechanism that can allocate the state-owned enterprises holders, managers and supervisors separately, who can form another mechanism of cooperation, coordination but supervised by each other. As above mentioned the innovative mechanism of the performance evaluation for the state-owned enterprises’managers can be a possible way of the successful reform in the state-owned enterprises.When we implement the performance evaluation of the managers in state-owned enterprises, apart from using the theories and methods of the modern enterprises management we should also find an effective way not only to accord with the enterprises’development rule, but also to reflect the contribution and achievement of the state-owned enterprises’managers. From the viewpoint of the public management the specialty of the state-owned enterprises let them not only fulfill the business targets to have a satisfactory financial statistics but also implement some governmental functions to maximize the social benefits. Therefore a scientific and rational performance evaluation system with the combination of the theories in performance management and public management sciences will play an active role in following aspects: a precise evaluation of the performance for the state-owned enterprises’managers, an in time disclosure of the problem, improvement of the enterprises’business, reasonable salary and encouragement of the creativity the managers.Our national power grid companies as the public enterprises which provide public service and public products are typically represented the state-owned enterprises in China. The article tries to analyze the current situation of the performance evaluation. Also the article wants to use the developed theories and applications to find the main problems of the performance evaluation of the managers in current state-owned enterprises of grid. Using the thought methods of the Balanced Scorecard(BSC) from four parts of finance,customers,procedures and studying development the article will form a general performance evaluation system. At last the article will bring forward an improving plan for the performance evaluation of East China Grid company’s managers with the help of different technological methods of performance evaluation.
