With the development of the social economy, the reform of state-owned enterprise management system has been in our country, the requirement to the quality of employees is also becoming more and more high, the current state-owned enterprise staff overall quality evaluation has become a hot topic in society. In the national economic and social development in our country, state-owned iron and steel enterprises occupies a pivotal position, building a high-quality staff team is the key of the steel state-owned enterprise survival and the development. Therefore, grass-roots employees comprehensive quality evaluation has become the enterprise human resources management in the first task, it do not allow to ignore. Attaches great importance to the cultivation of state-owned business enterprise of iron and steel based employees' comprehensive quality, the reform of state-owned enterprises system and the ideas for further improvement and innovation, in view of the state-owned business enterprise of iron and steel based staff to study the comprehensive quality assessment work, build a set of scientific nature, rationality and maneuverability is strong employees' comprehensive quality evaluation system, to ensure that state-owned business enterprise of iron and steel based of human resource management employees can smoothly, allows businesses to provide employees with a broad space, the development of the free, open, and in terms of material and spirit, to provide the appropriate encouragement and praise, to motivate and excite the work enthusiasms of staff, and the ability to lead it to develop a suitable for their career development plan in the future.This article make full use of the advantage of analytic hierarchy process(AHP) and fuzzy comprehensive evaluation method, combining with the state-owned business enterprise of iron and steel based employees comprehensive quality evaluation of the actual situation, constructs the state-owned business enterprise of iron and steel based employees comprehensive quality evaluation model. This article combines Beitai steel group, the state-owned business enterprise of iron and steel based employees' comprehensive quality evaluation model, an application example, we can get the fuzzy comprehensive evaluation model based on analytic hierarchy process(AHP) can objectively and comprehensively reflect steel comprehensive quality evaluation of the grass-roots employees of state-owned enterprises work, can work for our country state-owned enterprise human resources management to provide effective reference value.This article is divided into three parts, as follows:The theory analysis part. This part mainly includes the first two chapters.The first chapter: introduction. This chapter mainly elaborated the paper selected topic background and significance, research objects and contents, and further puts forward the research ideas and research methods, and so on.Chapter 2: theoretical research reviews relevant sections. In view of the research question of this paper, summarized the domestic and foreign relevant employee quality concept, staff quality model and evaluation method theory of research. While combing and summarizing the research achievements of predecessors, further determine the research ideas and research methods of this article.The core part. This part mainly includes the third chapter to the fifth chapter.Chapter 3: comprehensive evaluation system of state-owned steel enterprises staff quality design. Adoption of principles and influencing factors evaluation index system, to build a complete set of state-owned steel enterprises. Comprehensive Evaluation Index System quality staff from the five aspects of knowledge and skills, self-awareness, character and motivation, values and social roles, including The first index layer 5, the second layer 17 indicators.Chapter 4: Construction of the state-owned steel enterprises staff quality comprehensive evaluation model. Through a review of existing staff quality evaluation method to determine this study using fuzzy analytic hierarchy process, AHP soon(AHP) and Fuzzy Comprehensive Evaluation(FCEM) combined to construct FAHP(Fuzzy AHP) based on grass-roots comprehensive evaluation model for the quality of staff.Chapter 5: State-owned steel enterprises the Evaluation of the quality of staff. This chapter and middle level employees combined research staff quality Beitai steel Group, using the method of comprehensive evaluation index system for the quality of staff that have been identified in previous chapters and fuzzy AHP through field research access to business data, calculated Beitai Iron and Steel Group employees comprehensive quality evaluation value and rank.The conclusion part. This part includes chapter 6.The sixth chapter: research conclusion and research limitations. This chapter mainly expounds the research conclusion and existing research limitations.
