Building an innovative nation is the major strategic of the economic development and technological innovation in China, technological progress and technical efficiency is an important indicator to measure the scientific and technological development. Finance configure the public resources, efficiency of the allocation of public resources affect market allocation efficiency, in fiscal decentralization, most scholars have agreed that local fiscal expenditure affect the economic growth, The fact that China's rapid economic growth prove this point, but the effect on technology by local fiscal expenditure is indefinite.We use panel data model to return the data in the east, central and western. We find the fiscal expenditure is the inverse relationship with technical progress, but has no significant effect on technical efficiency. Local financial infrastructure can significantly increase spending to upgrade China's technological progress and technical efficiency, this is mainly infrastructure spending by urbanization to achieve. Enterprises innovation local spending has a positive effect on the technological progress and technological efficiency in the east and west. The enterprises technology spending and expenditure of local finance technology grants promote the technological progress, but have no significant effect on technical efficiency, the efficiency of enterprises technology spending is more effective than expenditure of local finance technology. Optimizing the financial expenditure structure and increase the enterprises technology spending is significant to raising the productivity in China.
