Researches on innovation-oriented enterprises have become the focus and t he hot spots for government, enterprises and scholars, as so far a large number of the existing literature focuses on innovation-oriented companies and busines s growth theory; But very few people research from the perspective of the eva luation of core competencies to create innovation-oriented enterprises with a sy stematic study; At present, on the study of innovation-oriented enterprises are s till in a relatively new area of research is not mature enough.In this study, focus on the core enterprise features of the capacity factors as the breakthrough point, by building core competencies based on the innova tion-oriented enterprise evaluation index system, can be evaluated to the innova tion-oriented enterprises of core competencies, also can be generalized in accor dance with the criterion of the innovation-oriented enterprises. Based on the c ore competencies of innovative enterprises in the organization of specialized ev aluation by using of the evaluation index system, that can develop specific crit eria to demonstrate the innovation and innovation-based enterprises; government and industry managers have a clear grasp on the regional core competencies of innovative enterprises in the amount of development through an analysis of the results of the evaluation; at the same time, can be developed corresponding measures in order to promote the innovative construction and development of the based on the core competencies of innovation-oriented enterprise through a specific analysis of various sub-indicators.In this paper, the whole study is divided into six chapters. Chapter I is the introduction of the thesis research background, significance, objectives, methods, content, and research system, research methods, as well as the papers of the innovation,otherwise, is the main content of core competencies, characteristics and influence factors, as well as the connotation of innovation-oriented enterprises, type, evaluation are briefly reviewed; The II chapter is to introduce the evaluation of enterprises, the use AHP of statistics through building a hierarchical structure model, the establishment of relations between the discriminant matrix, weight calculation, matrix to determine the consistency of test, the level of total order, and calculation of the results of the assessment to evaluate to innovation-oriented enterprises. Chapter III, bring forward the design of the core framework model for based on the core competences of the innovation-orientedIn a word The management of core employees is long-term and complicated work, the human resource department cannot solve the problem solely。Systematic and mobile management in the purpose of retaining core employees, in combination with enterprise development strategy, must depend on the comprehensive and continuous investment of the enterprise, which can improve the management level of core employees and decrease the outflow of brain drain.Improve the enterprise's core competitiveness.
