Urban water utilities is an important component of urban public utilities, the city's survival and development. Since the 80s of the 20th century the practice of government reforms that emphasize democratic government not only political democracy, but also to economic democracy. Urban Water privatization is the market to make up "the government shortcomings" in the main form.90 years of the 20th century, China to start reform of water privatization. Privatization to promote the development of China's urban water, but the privatization-oriented reforms to succeed, government regulation must be in place. In a sense, China's current urban water monitoring system in many ways is still under the planned economy the way the executive management of water followed, there are still government supervision and regulations are incomplete, inadequate market access mechanisms, the Government poor supervision, department evade each other, irrational price formation mechanism and regulation, regulatory measures, lagging and other issues, the main reason for these problems is the long-term impact of the planned economic system rooted; on the utility market a new thing and the lack of adequate judgments and grasp; water resources management system fragmentation, lack of centralized supervision of the principal; regulatory functions of the change was incomplete. In this paper, drawing on the basis of relevant experience abroad, improve the urban water privatization, the government proposed the establishment of regulatory laws, government regulation established the guiding principles and priorities, establishment of an independent government regulatory bodies, strengthening incentive regulation, the development of policy makers, provided and consumers to participate in the interaction mechanism reasonable measures to improve and enhance the Government's regulatory system, improve the efficiency of urban water supply, to achieve maximum public interest. |
