Research On Price Regulation Of Privatization In Urban Water Utilities

As an very important part of city public utilities, Urban water utilities industry is alwaysaffecting people’s lives and social production. As the deepening of reform and people’s increasingattention of urban water utilities industry, much private capital is coming into urban water utilitiesindustry which can reduce the government’s financial pressure and increase vitality to urban waterutilities industry. But the imperfect market economy and the lagging system hindered the smoothprogress of reform, in that context, the government need have effective regulations on the access,price, quality, environmental and other aspects of urban water utilities industry timely so as to solveproblems. In all aspects of government regulations, as price influenced by the market economy,government price regulation of urban water utilities industry is particularly important to balance thepublic interest and the interests of enterprises. Therefore, we selected government price regulation ofurban water utilities industry as the key sector of government regulations of urban water utilitiesindustry to focus on exploration.In this paper,the use of public goods theory,the theory of government regulation, price regulationtheory,literature,comparative analysis,comprehensive analysis and other methods focused on theurban water sector privatization in government tariff regulation, from the analysis of the developmentof water sector privatization condition, price regulation problems, to analyze the importance of tariffregulation, and then learn from advanced experience to further explore government tariff regulationmodel, constructed urban water sector privatization tariff level regulation model and tariff structureregulation model, combined price ladder and two-part tariff "basic tariff" water price formationregulatory structure that the new model "dynamic incentive-type urban water price level model"; Then,based on the proposed privatization of price regulation model of urban water industry tariff measuresto further regulate the pricing process, improve the supporting system to encourage conservation ofwater resources, the promotion of multi-interactive, for the water sector to provide a betterenvironment for the development of privatization.
