The Research On The Supervision Of The Government Privatization Of Urban Water Supply Sector Reform

Privatization of urban water supply industry, the ability to operate right through the urban water supply sector is transferred to the private sector in various ways. However, due to the water supply industry is to protect people’s lives and the city proper operation of basic industry, therefore, the reform of the urban water supply industry, not the government of the entire water supply to the entire market will no longer bear any responsibility, but also to strengthen the private urban water supply industry reform process regulatory responsibilities. These responsibilities include the normal operation of the urban water sector reform and the privatization of the water supply system, property rights, pricing, environmental pollution, water quality and so on. Therefore, under the new market economy, and vigorously promote the privatization of water sector reform in the background, there is a need to strengthen government regulation after privatization of the water supply sector reforms and ensure the healthy development of urban water supply.Research ideas and content of the paper include:First, the theoretical basis of the analysis related to urban water sector reform, privatization of government regulation, including the privatization of urban water sector reform implications, the way urban water sector reform and privatization of urban water sector reform and privatization in and the need for reform in the urban water sector privatization strong government regulation systematic analysis; strengthen government regulation of the theoretical basis of the content and urban water sector privatization reform and development. Secondly, the current development of China’s urban water sector reform and privatization of government regulation and the problems were analyzed, so as to provide a realistic basis for the subsequent privatization of urban water sector reform in government regulatory model and countermeasures design. Once again, the city water supply company combining G privatization reform process and its government regulators to G City Water Company, for example, the reform of government regulatory model are summarized. Finally, based on the current urban water sector reform and privatization of the problems of government regulation on promoting urban water sector reform and privatization of government regulation, carried out countermeasures design.Results of this study, the domestic regulatory innovative urban water sector reform and privatization provides a theoretical foundation for the improvement of the domestic water supply privatization reforms in the government sector and to improve the regulatory mechanism designed to provide a learning experience. Whether it is theoretically expand public management theory research in our country and to build up the water supply sector reform and privatization of the water supply industry in the theoretical framework of government regulation or guidance privatization of urban water supply industry operates in practice in order to ensure that our water supply industry, health, sustainable development is of great significance and value.
