In the 1990s, the P District have been developed and opened, high-speed advance the process of urbanization, with the city infrastructure construction, small cities and towns'transformation, commercial housing development and the Exposition site construction projects, the venue for large-scale relocation in full swing unfolds, and this caused a lot of relocation contradictions. These relocation contradictions are becoming the most difficult issues in the P District and even the whole country, the relocation contradictions which local governments could not resolve, lead to constantly petitions which is illegal or abnormal appealing to the superior government, and even outbreak large-scale collective petitioning in some place. These relocation contradictions have influenced the relocation of residents, local government and social stability. In recent years, relocation contradictions began to attract widespread attentions, relevant studies continue to emerge, scholars' analysis and discussion this issues from different disciplines and different angles.The question this article concerns including:What is the crux of the relocation contradictions? Why are the relocation contradictions so difficult to resolve? Why did the relocation contradiction petitioners choose leapfrog to higher authorities or illegal? What is the motivation and power for the petitioners to sustained their action? The main contents of this article study the relationship between the relocation contradictions and political trust. Lack of political trust will be seen as a possible explanation for why are the relocation contradictions difficult to defuse. The issues need to analyze in this article including:whether the lack of political trust is the reason of the relocation contradictions? Whether the relocation of residents continue to leapfrog to Beijing to petition and the loss of confidence in the local government are related? Whether the absence of the trust of local government lead to some relocation contradictions simply can not to resolve? Did the inconsistent policy or acts of government result in some resolved relocation contradictions come out again after a rebound? What is the impact to political trust when collusion between the government and developers who stripping the interests of the relocation of residents to unite? What are the effects and consequences of the lack of trust in the government in relocation? This paper attempts to analysis and answer these issues in five parts.PartⅠ:Introduction, the main contents include the meaning of the problem and study on the relocation contradictions and political trust, the theoretical basis and the core concept, as well as the research objects and research methods.PartⅡ:Relocation contradictions, the main content analysis including the facts of relocation contradictions, relocation petition arising from the relocation contradictions, and the difficulty to solve these contradictions. After analysis these three aspects, pointed out that the relocation contradictions has basically became a "encased knot".PartⅢ:The lack of political trust, the main contents analysis different levels of political trust at first; and then described the situation of the lack of political trust, at last analysis the relationship between the relocation contradictions and political trust, the reasons and the consequences of the lack of political trust, at last pointing out that lack of political trust is the underlying causes of relocation contradictions.PartⅣ:Lack of political trust related factors, main contents including analysis the relationship of political trust and the interests of the residents relocated expression and activist protest actions. Behind the lack of political trust is associated with these two aspects, the relationship between the three are very closely.PartⅤ:Conclusions and discussions, mainly discuss the role of the primary government at first, pointing out that the role of these grass-roots street and town government is difficult, they resolve the existing relocation contradictions have their own defects, followed by proposed some ideas and measures to resolve relocation contradictions, hope it will help to resolve, and finally part is the conclusion, sum up the contents and conclusions of this research, and pointed out the inadequacies and innovations of this article.
