As the effective special carrier for regional trade development, export processing zones with their specific elements concentration and industry concentration and other advantages, increasingly get the attention of each government. Since the founding of Kunshan export processing zones, the whole country has initiated the tide of bidding for the approval of export processing zones and they quickly developed from the Yangtze river delta to the whole nation. Seen from the current situation of export processing zones development, not only the overall development of them in the West and Central China has much disparity with the East, but the East itself shows imbalance among export processing zones because of subjective and objective factors.Under this background, this thesis studies imbalance of export processing zones in east China with quantitive methods, selecting relatively laggard export processing zones of the East as the study target, analyzes the reasons for their falling behind and takes Lianyungang export processing zones as a case to specifically demonstrate the industry orientation method.The first part is the leading part of this thesis. Firstly it analyzes the study background and meaning of export processing zones in the relatively backward East China, and also introduces the study logistics and methods of this paper. Then it elaborates related study to export processing zones from the respects both home and abroad, and generalizes the development and its characteristics of the export processing zones in our country.The second part is the main part. Through factor analysis to the development level of East export processing zones, it shows irregularity. With the analysis, the state policies, regional condition and government rules act comprehensively, making the development of some of the East export processing zones backward. On this basis, this thesis proposes that the relatively backward export processing zones should scientifically choose the industries that will be introduced into the zones, and taking Lianyungang export processing zones as an example to carry out a derivative analysis on industry orientation of the relatively backward export processing zones in the East.The third part is the conclusion. It summerizes on the important study conclusions and points out the shortages and the problems that needs further study.
