Internet marketing, which is a system of management theory, can apply to the science and technology public service platform for network operation and management, although its concept is from enterprises. The primary difference between non-profit public service platforms and enterprises which aim at profit is their different net- marketing objectives. The enterprises focus on promoting sales of their products and service through meeting customers' demands for more market share and profit. The science and technology public service platform can gain social and economic benefits by the implementation of internet marketing.It is reflected in two aspects:it can maximize the use of science public service and infrastructure to meet social needs and reduce the cost of innovation; moreover, the initial phase of the construction of public science and technology service is led by the government, but the platform needs to explore the market operation mechanism step by step in the development and ultimately realize the transformation to a social and market oriented platform. In this process, internet-marketing theory and tools can promote its competitive edge for more profit and create a friendly atmosphere for market-driven operation.The implementation of network marketing by Shanghai Research and Development Public Service Platform needs to be scientific analyzed from the perspective of long-term strategy and planned from the aspect of implementation. Shanghai Research and Development Public Service Platform is a platform centered by resource, service and users. It is also an important window to the society. The study of the internet-marketing strategies of Shanghai Research and Development Public Service Platform is not only to research the construction and promotion of its website, but to implement target-aimed mode to assist the platform playing its role.
