There are direct and indirect damage to human society which caused by natural disasters. Firstly, the disaster itself has a powerful collapsingforce, it can brings about the death of lives and the damage of environment directly, and we often called this consequence "disasters"; secondly, the disasters can caused crop failure that affect the people's life and normal society order indirectly, and we often called this consequence "famines". "Famines" is the aftermath of "disasters", often caused by "disasters".Famine relief policies are accompanied and generated by the occurrence of disasters and famines. They are the remedial measures after disasters and famines which are often embodied by means of make rules and promulgate decrees by national government. To make famine relief policies is not only the basic responsibility of national government, but also the necessary method to maintain the rule of dominator.This article is to summarize and analyze the disasters and famines and the famine relief policies in the Song Dynasty, which based upon the historical reality of disasters and famines in that period and guided by the scientific theory. The key point of this article is the system of grain-storing and the new thoughts of famine relief policies in the Song Dynasty. I relate and analyze them specifically and profoundly. At last, I point out what the important implication is through the research of famine relief policies in the Song Dynasty to the development of famine relief working nowadays.The main body is divided into four chapters and sections:Based on the collection and analysis of vast historical materials, chapter one mainly elaborates the general situation and the reason of disasters and famines in the Song Dynasty, and I strive to summarize the famine relief measures of Song Dynasty in the round. Chapter two gives much more detailed introduction. I mainly discussed the courses and contents and influences of two famous reformations of grain-storing in the Song Dynasty, and I shortly contrast the similarities and difference between the two reformations. I think that the two reformations were both great innovations of grain-storing. Although there were many differences in objective effects and actual influences, they both gathered the sweat and wisdom of best persons with ability at that time; they were both the marvelous practice to challenge the tradition beyond all doubt.Chapter three is also the emphasis of this article. I choose three representative people's new thoughts of famine relief policies which could present the unique feature of Song Dynasty, and I summarized and analyzed the status of famine relief policies development in the Song Dynasty. At last, I concluded that the thoughts of famine relief policies in the Song Dynasty had become maturity.Chapter four is divided into two sections. In section one, I mainly talked about the characteristics of Song Dynasty's famine relief policies, on the basis of whole period's summarization and analysis. In section two, I simply discussed that the famine relief polices in the Song Dynasty had a great value of examples and important implications to the development of famine relief working nowadays.
