With the rapid development of hi-tech industries like information,communications, biotechnology, new energy and new materials, the role of high-tech industries becomes increasingly important in transforming traditional industries and upgrading their skills, moreover, in stimulating and promoting national and regional economic growth. It is highly significant whether we are able to choose the right high-tech leading industries, which will produce a major impact on the high-tech zones and even regional economic development. From the practical sense, the correct choice of leading industries for a high-tech zone means the discovery of the main driving force of its economic development, the general direction of the optimization and upgrading of its industrial structure, the mainline of its industry cluster, the benchmark of its demonstration effect and the expansion point of its diffusion effect. From the theoretical point of view, this selection should be treated as the preferred subjects of the industrial economics research and the basis of deep study on industrial economy. Nowadays, taking this opportunity of forced mechanism brought about by the financial crisis in the early 21st century, China is actively transferring and adjusting the mode and structure of economic and social development, vigorously optimizing the industrial structure, supporting and encouraging the rapid and healthy development of high-tech industries. Under this background,it has become the main focus of attention by industrial economists as well as high-tech zone governors how to determine and choose, as the leading industry, high-tech industries suitable to local economic and social development. Therefore, the study on this issue will have a great theoretical and practical significance. By employing literature, qualitative and quantitative, and empirical analysis methods, through a comprehensive description of concepts, benchmark selection and selection index system of leading industries both at home and abroad, this thesis elaborates the object category of study areas and the theoretical premise which it based on. Learning other industrial economists'research ideas and methods on the selection of leading industries,basing on Michael Porter Diamond Model, considering the reality, it emphasizes the roles of the government and scientists in the selection process of the whole leading industry and puts forward an analysis model and index systems about the selection of leading industries with market, enterprise, government, and science as core elements. Taking the selection of leading industries in Jinan High-tech Zone as an example, making use of the analysis models, a conclusion is drawn that electronic information, biological medicine, equipment manufacturing, environmental protection and new materials, new energy saving technology, etc. Should be turned into the leading industries in Jinan high-tech zone. Meanwhile, an analysis is exerted on macro-opportunities and directions of future research faced by the development of leading industries in Jinan high-tech zone. This thesis, on the basis of the existing research theory of the leading industries, raises in an innovative way a new kind of analysis model and index concerning the selection of leading industries, which supplies additional materials, ideas and recommendations for reference to the selection of leading industries in high-tech zone.
