The developments of leading high tech industries has important driving function for economic development and industrial structure promotion. In latest ten years, the development of Chinese high tech industries is incredible, but there is a large gap in innovation ability and structure effects when comparing with developed countries. The issues of how to improve and strengthen the dynamics of high tech industries to promote the development of high tech industries, which can drive economic growth disruptively and promote industrial structure, have attracted the common attention by the government, business circles and academic fields. So, it's no doubt that there is an important theoretical and practical significance of the research on the dynamic mechanism of high tech industries development.The article uses theories and methodologies of industry economics, innovation economics and system dynamics. The author analysis the dynamic factors which influence high tech industries development from the view of dynamic system, sets up SD model of high tech industries growth, moreover, conduct an empirical analysis on electron and communication equipment manufacturing industry and then puts forward development countermeasures. The author holds that the dynamic factors which promote the development of the high tech industry are neither single nor isolated, but interact within a dynamic system. The factors mainly include technology pushing, demand pulling, enterprise competition and government starting. Four dynamic subsystems have been set up by using technology pushing, demand pulling, enterprise competition and government starting separately, and then their causal circle graphs has been drawn accordingly. On the base of former four subsystems, the author constructs a SD model of leading high tech industries growth, and carries on empirical analysis the model by using of data including sales volume, output value, added value, R&D expenditure, labor force input, government's financial input, government purchasing, educational funds, science and technology funds, the number of scientific researchers, graduates, masters, patents, people and GDP etc. The author discovers the reasons of power lacking of Chinese high tech industries growth including government purchasing, education training, R&D expenditure and the communication between the field of business and scientific research institution. Finally, the authorputs forward policies according to these dynamic defects.
