In the 21 st century,the international competitive situation is more complicated.The progress of science and technology and the development of innovation ability is the key to the national maintain its competitive advantages.Due to the high technology industry has advantages of knowledge and technology intensive and products added value is high.Naturally become the focus of the world economic development.The leading high-tech industry has better growth ability,stronger industrial relevance and higher innovation efficiency,which has a prominent driving effect on national economic growth.The innovation ability of the dominant high-tech industry can not only reflect the intellectual property rights,but also promote the national economic growth.Therefore,improving the innovation performance of the dominant high-tech industry is of great significance for promoting the growth of national economic and the international competitiveness of our country.Firstly,the article establish the dominate high-tech industry evaluation system from four aspects,including growth ability,the correlation effect,technological progress and social benefits of high technology industry.Then build the hierarchical analysis model using the data of high technology industry in 2006-2015 and choose eight categories leading high technology industries in our country according to the comprehensive scores and rankings.Secondly,by analysing the present innovation situation of China's leading high-tech industrial.Put forward that there are some problems,in the development process,such as lack of research and development investment,the ability to transform needs to be strengthened,insufficient construction of independent innovation platform and insufficient innovation mechanism.Thirdly,establish the input and output index system of the independent performance evaluation of the leading high-tech industry.Then use the Malmquist index analysis method to evaluate the innovation performance of the eight dominant high-tech industries have been selected.Be sure to evaluate the innovation performance level of all kinds of leading high-tech industries accurately and comprehensively.Finally,the paper puts forward the countermeasures to improve the independent innovation performance of China's leading high-tech industry from both internal and external aspects.So as to set the direction for the development of industrial independent innovation and improve the innovationperformance of China's high-tech industry,improve China's economic power and comprehensive national strength.
