| Zhejiang is a large textile and apparel production and export province in China, and textile and garment industry plays a decisive role in Zhejiang province's industrial production and export trade. Zhejiang's textile and garment industry, however, has irrational industrial structure and growth mode, low technology content and added value, weak brand-building, inadequate capacity of independent innovation, low utilization level of FDI, so that Zhejiang's textile and garment industry is "locked" in the lower end of global value chains, whose anti-risk capability is relatively weak. If it continue to take such an extensive path of development in the future, Zhejiang's textile and garment industry will sink into a quagmire. Stepping up to transformation and upgrading, and beyond the existing development mode, not only can raise added value of products and achieve intensive growth, but is the only way to achieve sustainable development of Zhejiang's textile and garment industry.This paper mainly study on the transformation and upgrading of textile and garment industry in Zhejiang province in terms of open economy in the methods of comparison, mathematical analysis, induction and deduction. It starts with the introduction of the development process and status of Zhejiang's textile and garment industry, and also analyzes its strengths, weaknesses, opportunities and threats so as to point out the necessity of transformation and upgrading. Secondly, it defines the concept of " transformation and upgrading", and builds out comprehensive index system which measures the transformation and upgrading of textile and garment industry in terms of open economy, accordingly figures out the Composite Index of transformation and upgrading of textile and garment industry of Zhejiang, Jiangsu, Shanghai, Guangdong, as well as whole country, and finds out that the Composite Index of Zhejiang Province is far higher than the national average level, and also higher than the other three provinces. Thirdly, it focuses on theoretical analysis and empirical testing of the factors which affect industrial transformation and upgrading, and finds that human resources and international trade are the most important factors affecting transformation and upgrading of Zhejiang's textile and garment industry. In addition, it makes case study on the textile industry in Shaoxing and apparel industry in Ningbo, and analyzes the patterns of transformation and upgrading of its leading company. Finally, according to the international experiences and lessons of transformation and upgrading of textile and garment industry learned from other countries and regions, then presented three paths and some countermeasures of transformation and upgrading of Zhejiang's textile and garment industry, such as enhancing capability of independent innovation, accelerating the implementation of the talent strategy, speeding up the transformation of product and trade structure, utilizing FDI more efficiently, speeding up the pace of "going globe" and so on. |
