As a pillar industry in foreign trade, electrical and mechanical industry is the representative industry in high value-added, high-tech industries. Developing mechanical and electrical industries, especially electrical machinery and equipment manufacturing & communications equipment, computers and electronic equipment manufacturing with characteristics of high-tech industries, is the way to accelerate the technological upgrading and change from labor-and resource-intensive and low value-added products to high-tech knowledge-intensive products. Over the past decade, Zhejiang mechanical and electrical industry has maintained rapid growth, but in the current international financial crisis, Zhejiang, mechanical and electrical products exports declined at the forefront of the national. The low level of mechanical and electrical products, high dispersion, foreign trade dependence, characterized by weak international competitiveness quickly exposed, industrial restructuring and upgrading have been imperative. Industrial cluster was supposed to be the highest cost-effective spatial organization. This article is from the perspective of industry clusters, using location quotient for the statistical tools, based on two "horizontal" and "vertical" perspectives to optimize the spatial layout of mechanical and electrical industry in Zhejiang 11 cities, and provide the basis for the realization of regional industrial structure adjustment. The paper used multiple regression model and Granger to empirical test. Finally, the article gives recommendations on the spatial layout of Zhejiang Electrical Industry and the relevant policies.
