The thesis studies the development of industrial clusters in Wuhan on the basis of former research results, and tries to set up a framework for promoting the regional clusters.At first, the author reviews the relevant industrial clusters theory and empirical research which has proved that industrial clusters achieve great success in regional economic development and they are a kind of effective model for enhancing region competitiveness. At present, China's empirical research of industrial clusters mainly concentrates on the developed areas such as Jiangsu ,Zhejiang and Guangdong provinces. The study on central cities, particularly in Wuhan is also very few. So, the industrial clusters study on Wuhan city is crucial important.Next, the thesis identifies the existing industry clusters in Wuhan through analyzing the city's statistical data combined with investigation. The author confirms four regional typical clusters: vehicles, photonics, food processing, bridges and steel structures and interprets their composition, size, level and competitiveness.Then, on the basis of above-mentioned results, the thesis makes out the city industrial clusters developing dynamic mechanism. The author proves that location and resource advantages are the motivity for clusters; and science and technology strength, relative favorable policies are their enhancing impetus. Further more, the author reveals the internal and external factors which constraint the development of regional industrial clusters.Finally, the thesis points out the approach for upgrading the industrial clusters'competitiveness in Wuhan. In a well-established development strategy, more attention should be paid to the construction of clusters'dynamic mechanisms, and the government should take a right position in achieving these goals.In the conclusion, three policy implications are put out. The policy makers should pick out rather than create an industrial cluster; provide institution other than materials; focus on the industries which offer more marginal outputs.
