Development Countermeasures Of The Transportation Promoting Modern Logistics In Changchun

Road transportation is the main link of base service and supply chain and it plays a foundational service role in modern logistics. Transportation promotes traditional industry to transform to modern logistics and built efficient and harmonious development environment are the objective demand and inevitable choice of modern logistics industry development. Road transportation take a heaver responsibility in promoting logistics development and it will go further in this field. The realistic and urgent problem that we face is how to expand logistic service to adapt to development of logistic bloom.In this paper, we introduced the road transportation system and logistics status of Changchun, by the chance of construction of Changchun-Jilin-Tumenjiang Regional Development. According to the main stream's theory and viewpoint of modern logistic, we proposed the strategy of how the transportation promotes modern logistics industry in Changchun.First, base on analyzing the transportation system structure, we introduce the main traffic tool's types, the situation of road transportation network and demand of logistic industry in Changchun recent years. We realized the constitute of the transportation system through various data in Changchun, in order to provide full and accurate data support for further study.Second, we explained the definition of'modern logistics'from three aspects:the main characteristic, the difference from traditional logistics and development tendency. And then, we introduced the foundation and advantage of Changchun's logistics and work out five factors which limited logistics development in Changchun:(1) the logistics enterprise is of small size, weak strength and single function, and also it's service quality and efficiency can not meet the socialization logistics'demand; (2) the infrastructure construction was out of keeping with the increased requirement of logistics, and the limitation of 'bottleneck' existed; (3) there's lack of link among departments and industries, moreover, unitive and valid coordination mechanism was not yet established. The phenomenon of idle resources is highlight. (4) the sense of logistics was old-fashioned and lack of understood of modern logistics; (5) the person with ability is scarce and there's not enough educational training.Third, we proceed to regress the base date from 2003 to 2009, and predic the tendency of road transportation tools and logistic requirement. According to the prediction, we found that all the kinds of transportation would rise and the logistic requirement would increase. Thus, it proposed higher demand to the infrastructure construction of road transportation system. Changchun municipal administration should enlarge to development the infrastructure construction, avoiding to limit modern logistic industry development in Changchun.Finally, we draw a conclusion that there are two aspects of limit factors which from the government and the market in the developing modern logistics in Changchun. Reasons from the government are four points:there are many drawbacks in present transport management system; policy objectives of transport are indeterminacy and weak of systematic; the built and plan of transportation base installation is unreasonable; the quality of staff members of transportation is low. Moreover, factors form the market are mainly three points:the transport enterprise or self-employed in Changchun more or less don't have clear market positioning, and have the same target market, also exist out-of-order and excessive competition; market concentration of transport operator in some types of transport is low, so that it is hard to achieve the scale merit; in the transportation market, compete with low price is as the main means which lead to chaos of market competition and backward of enterprise's operation mechanism.Aiming at above problems, we proposed the development countermeasures of the transportation promoting modern logistics in Changchun in macro-and micro-field. The macro-aspect including promoting reform to enforce a coordinate transportation management system; completing transportation polity system to improve modern logistics development; unified planning to speed up infrastructure construction; developing intelligent transportation system to meet the information technology requirement of modern logistics; accelerating the standardization implement of transportation business to satisfy the demand of standardization construct of logistics. The micro-aspect including transform the operation principle and locate reasonable; combine self's situation to develop actively modern logistics'service; regulate business pattern and scale; enhance service consciousness and form the cooperative relationship with custom; import advanced technology and increase the scientific and technological level; propose green traffic and rapidly develop green logistics.
