The research and practice of project procurement management start late in China, plus some objective reasons, which have a large gap compared to the world's advanced level. Because lacking of advanced project management theory and methods of guidance, JD Automatic Storage & Retrieval System project procurement management also has many problems, such as lacking of purchasing management scheme, contract management,production process quality supervision, acceptance, follow-up service and other sectors of the management needed to be strengthened. The development and evolution of these issues will become the bottleneck for enterprise development.Through the case of the JD Automatic Storage & Retrieval System project procurement, this thesis researches the Automatic Storage & Retrieval System procurement management including the project procurement, project procurement bidding program, project management, procurement tender follow-up management and so on.First, this thesis selects the project procurement management mode. By comparing and the analysis the advantages and disadvantages of five kinds of common project procurement management, proposed JD Automatic Storage & Retrieval System overall D-B project procurement management mode. In the traditional D-B mode, the owners built model design and generally used lump-sum contracts form, once the construction period, cost and quality changes, disputes always happened between the owners and the general contractor. To make up deficiency of the D-B models, in the JD Automatic Storage & Retrieval System project procurement management, the owner only proposed project concept and basic needs, the bidders involved in developing project-specific requirements, designed implementation of the program, determined construction of models, equipment modeling, project budget and so on through the project. Technology evaluation will give overall check to design and construction of tenderer, laying emphasis on the programme of design, type selection of equipment, the demands of civil engineeringFor the part of JD Automatic Storage & Retrieval System civil engineering, as more construction team, construction budget more transparent, using inquiry procurement, review rationality of all construction enterprises offer according to engineering scale, using the lowest evaluated bid price to determine the construction business.To ensure the openness, fairness, impartiality in bid invitation and bid submission activities of JD Automatic Storage & Retrieval System project, the thesis puts forward the management measures of the bid evaluation process from the preparation, procedures, and supervision.Third,this thesis researches the follow-up management of the invitation of bids. From the reality of JD Automatic Storage & Retrieval System project procurement, on the basis of researching the project procurement contract management, quality management and contract closeout, this thesis proposes that acceptance and after-sales service should be included in the scope of management. As a key focus of follow-up management about the invitation of bids, author establishes implementation standards, makes certain of management contents.(1)When it comes to JD Automatic Storage & Retrieval System projects with more than one contractor, the general contractor usually takes all risks since lump-sum contracts is used, except for some special ones, such as owners change their requirements, the law is changed or some unpredictable difficulties occur. The quality deficiency of the equipment is usually invisible, some of them will gradually reveal themselves only after being put into use. Besides, repairment is difficult to do. Most factors of after service are very abstract and hard to describe, which makes it difficult to objectively estimate the quality of the service. A large portion of the JD Automatic Storage & Retrieval System project is to test the equipment and train the operator, and the demanding requirement of equipment quality means regular maintenance. Thus, the procurement after service management in the JD Automatic Storage & Retrieval System project should firstly clarify the service boundary, stipulate the rights and obligation of both sides, and demand contractors to build comprehensive user archive and after service system in training, maintenance and components supply and technical consultation.
