With the rapid development of market economy and deepening reform of economic system, flexible employment has gradually become a common form in the employment structure. People engaged in flexible employment increase year by year, and the number is enormously huge. Since flexibly employed people are generally in low stability, they are short of basic Endowment Insurance and Medical Security. However, Social Security System is still in the process of developing, gradually bring flexible employed people in the coverage. An important feature of the flexible employees is their mobility. They frequently travel across the country,therefore they have pressing needs for the smooth transfer of Social Insurance relationship.Although the government has issued a series of policies and regulations to solve the transfer of Social Insurance relationship,few of them are in connection with flexibly employed people. Jan1,2010,"The Transfer of urban Endowment insurance relationship Interim Measures" was carried out, which resolve the transfer of social security and play an important role in connecting, however, for those flexible employees in the inter-regional transfer of social insurance, at practical level, there are still many problems. For instance, the problem such as the non-uniform of local social insurance policy across regions, inconsistent management, low efficiency of social insurance institutions,have inevitably led to the difficulty in the transferring of flexible employed people's social security,so that the surrender still exist.After firstly analyzing the problems which occur during the process of transferring and renewing of flexible employees'social insurance, the author goes deeper into the causes of these problems. First, there are many problems in the social insurance management. Theoretically, when social insurance is transferred, household and personnel files must be transferred simultaneously. Besides, both the efficiency of management and the level of information processing is very low. This has caused twofold problems. On the one hand, it has led to complicated procedure in social insurance transfer. On the other hand, calculating and transferring the social insurance fund is very difficult. Second, the social insurance transfer has run into artificial obstacles. The most important reason is that the individual accounts are empty. In recent years, the gap of social insurance funds in China has been increasing year by year. The individual accounts are empty in most places. Go Dutch in every province is our long-term fiscal policy. Transfer and renewing will affect the local economic interests. As a result, all the local government will prevent the new social insurance connection from the perspective of rational economic angle. To protect local interests, local government will set artificial obstacles. Third, there are too many levels and the levels are very low. As there are many levels of social insurance in China, there are many enrollment patterns. And payment level and treatment level are quite different. Especially the urban and rural social security systems have significant gaps, and in most rural areas do not yet have a real old-age insurance system and rural health care system, which creates barriers to link urban and rural social insurance. This has caused the social insurance in the country side cannot go in accordance with that in the urban area.This article has taken the condition of our country into full consideration, learning from the successful experience of foreign social insurance transfers, such as protect for cross-border labor in EU, sub-calculating experience, and the social security card experience of United States. Finally, we reach a solution for flexible employees'social insurance transfer and renewing in China. EU'sub-calculating experience includes three principles: full coverage, fee payment deadlines cumulative, proportional share. In dealing with social insurance shift of EU cross-border labor, they use standardized E form, which have greatly facilitated the mobility of labor. As social security card are widely used in the U.S., they have effectively improved the efficiency of social security. The uniqueness of social security card number guarantees the security of personal information. It can adapt to the cardholder in the demand for free movement throughout the country. China has issued the social security cards on a nation scale, while speeding up the construction of information as well.Combined with the actual situation in our country, this paper puts forward some principles and countermeasures to make a smooth social insurance transfer for flexible employees. We should follow these basic principles: First, we should give consideration to both fairness and efficiency, and truly replenish the personal accounts; Second, to coordinate the interest of social insurance relations inflow and outflow. The following suggestions to solve the problem of flexible employees'transfer and renewing social insurance should be perfected: First, establish the urban and rural social insurance platform for transferring by relying on the bank system; Second, reform the system that the social insurance should be linked to the residence, and personnel files; Third, we'd better enhance management efficiency, accelerate the construction of social security information; Last but not least, establish reserve fund for social insurance transfer.
