Sinosteel Jilin Ferroalloy Co., Ltd. is a key construction of large metallurgical enterprises in China's first Five-Year Plan period and is China's largest ferroalloy producting and supplying base, at the same time, it is China's only specialty ferroalloy producting base. The New eighth-branch factory project is major construction project invested by Ferroalloy Co., Ltd. After restructuring of China's Sinosteel. After the completion of the project, annual production capacity of Ferroalloy Co., Ltd will be located in the world's top five and its production varieties will reach to top one, its technical equipment level will reach to the world advanced level. The new built the eighth-branch factory was planned to be constructed in two phases, the first phase of which will be completed in 2008, with an investment of 415 million yuan and the new products of high-silicon silico-manganese production will increase by 125.7 thousand tons.And the two phase construction projects will have a investment of 185 million yuan, annual production capacity of which is as follows: 41.1 thousand tons of high-carbon manganese alloy, 24.3 thousand tons of manganese and 41.1 thousand tons of the low and middle-carbon ferromanganese refining out of furnace; the continued construction project in phaseⅡwill enable the product structure of new eighth-branch factory more reasonable and high value-added products are low impurities, which enable it adjust the product structure according to the changes of the market and promote the development of enterprises. China Steel Corporation decided to seize the opportunity to create new production capacity with a reasonable construction cost and complete phaseⅡproject with the same investment of the original plans, and occupy the market, particularly manganese market in the priority to achieve the best returns.Combined with the specific engineering practice, after detailed analysis on the original feasibility report and changes in the market, case studies and techno-economic feasibility studies, the new eighth-branch factory project processes were adjusted and the design was optimized; The contents of engineering was added and adjusted according to the technology matching; individual fails were supplemented and perfected; through analyzing, correcting and overcoming problems of new constructed eighth-branch projects, the new eighth-branch factory construction project was completed in comply with the plan with high quality.According to modern project management theory and methods, characteristics, targets and contents, modern project management theory was used to guide the practice. The eighth-branch factory project of Sinosteel Jilin Ferroalloy Co., Ltd is a typical construction project in a certain schedule and cost constraints, which was carried out by a one-time multi-tasking project with the target to achieve the set goals and a certain quality. At the same time, market conditions in the project construction period are complex and economic conditions are changeable. PhaseⅠproject has been basically completed and phaseⅡproject is to be constructed. In order to constructe and complete this task better and faster, the project management theory and methods must be used to guide practical work and the basic theory of project management and operational mechanism must be used flexibly and measures should be taken to control project construction process scientifically to realize project objectives and business targets comprehensivly.In accordance with project management methods, control measures in phaseⅡof eighth-branch factory construction project should be implemented:As to quality control in Phase II construction project, quality control and process management, program of engineering design phase should be first focused on, technical design should be carried out after the preliminary design is completed and going through the expert review; technical design entered the construction design after the expert review; construction design should be issued after the expert review; Design test and construction plans joint check should be organized by the owners. Through the control of the design phase the project quality goals and level will be specified and achieve high quality design; To ensure the quality of equipment and materials, the relevant technical standards and responsibilities should be strict compliance with the contract approved by two parts in phaseⅡconstruction management; Related control management job should be done perfectly as an important stage of quality control in project implementation stage.As to phase II construction project schedule control activities, planning, plans implementation, inspection and adjustment of plans, analysis and summary work etc. should be well done. In the control and management processes progress of the project, it must be payed attention to project progress reports timely and collect information on project progress so as to identify problems and the reasons that lead to bias of progress and properly handle the information progress collected. Thus, in control activities of Phase II of eighth-branch factory construction project schedule, we must fully grasp and apply theory and principles of project management control.In investment control activities of phase II of project, scientific management should be realized. Cost control can be achieved through integrated management of the project duration, resource consumption and price, quality and other elements. While emphasizing technology in project management, the team advantage should be focused on, various departments and all members in the project management should be integrated to play the overall effectiveness of the team in a project management system to obtain objective results of the project management; In order to achieve open communication, team leadership in the internal team should create an open, honest communication atmosphere and try to combine the team's organizational goals with individual goals and to inspire team members to maximize the inherent potential so that each team member can form a new self-knowledge acquisition, progressive consciousness,eventuly, form groups competition force in this atmosphere gradually.Target in phase II construction project is clear and building standards are highe,and the project is difficult to manage as well as the situation is complicated. In connection with its features and the importance in the company development, project-based organizational structure should be selected as the organizational structure of the project as an independent unit separated from the company organization; The team is made of its own technical staff and management personnel, and full autonomy should be given by the company within the framework of its responsibility of the project to organize the implementation of the project. The project organization structure advantages be played and its weaknesses be overcame, effective results will be abtained and a scientific, perfect, unique project management system will be formed in project management practice.
