The Analysis Of The Central Government's Financial Responsibility For The New Rural Social Endowment Insurance System

Rural social endowment insurance system is organized by the government,it needs farmers' chargement, collective contributions and the government's subsidies to raise the social endowment insurance funds, then farmers can get pensions when they lose their ability to work due to old age, in order to maintain their basic livelihood. Rural social endowment insurance system is the main part of the social security system, it directly relates to the benefits of hundreds of millions of farmers, and it does benefit to maintain the social stability in rural areas and promote rural economic development .Besides it is very important to promote the urbanization process and creat equity between urban and rural areas. Rural endowment insurance funds is the material basis and important factor for the smooth implementation and stable development of the rural social endowment insurance system, especially the government's financial support has a decisive role for the development of the rural endowment insurance system , it not only directly enriches the size of the rural endowment insurance funds, but also can inspire enthusiasm of the farmers to charge. Under the basic national condition that regional economic development level is quite different, the central government's financial support has great infection to build the rural endowment insurance system which aims to cover all the farmers. The central government's financial support can balance the inter-regional financial investment gap on the rural endowment insurance system, it can also reduce the inter-regional level of the rural endowment insurance system's development, in order to promote the endowment insurance system's unity between urban and rural areas, and thus improve China's social security system to give full play to the economic and social effects.The government's financial support for the rural social insurance system changes from none to a little, from purely local government's financial support to central and local government's financial support. This shows that the rural social endowment insurance system has developed with exploration, and also shows the government gradually embed the understanding of rural endowment insurance system, which provides good expectations for the rural social endowment insurance system's future development .The most important character of the pilot new rural social endowment insurance system is that the central government provide the basic pension. This kind of welfare pension can effectively safeguard and realize the right to old-age security of farmers. But the central government's financial responsibility for the rural social endowment insurance is not limited to the provision of pensions, because it is the main body which plays great role of the macro-control. Compared with other countries' rural endowment insurance system, the central government of our country doesn't fulfill the financial responsibility for the rural pension insurance system. It needs to be gradually improved in practice.This paper conducts a comprehensive analysis of the central government's fiscal responsibility for the pilot new rural social endowment insurance system, including the pilot new rural social endowment insurance system's advantages ,imperfections and the corresponding suggestions. This paper's significance includes two sides, on the one hand, it can exploit a new starting point for the theory of study the rural social endowment insurance system, on the other hand, it can provide useful suggestions for the practice of the rural social endowment insurance system. This paper includes seven parts: Part I: Introduction, describes the background of the subjects, research significance, research ideas, the basic theoretical assumptions and innovative points of this article. PartⅡ: Analyzing the reason of the central government to intervene the rural social endowment insurance system, including the theoretical analysis and practical demonstration. PartⅢ: Analyzing the contents and safeguards of the central government's financial responsibility in the rural social endowment insurance system. PartⅣ:Through the analysis of the features of different models of the foreign rural social endowment insurance system and the performance of the central government's financial responsibility, then put forward some experience. Part V :Compared with the original rural social endowment insurance system, analyzing the strengths and weaknesses of the new rural social endowment insurance system, pointing out that the financial responsibility of the central government in the new rural social endowment insurance system is inadequate, there are some loopholes in design and implementation of the system, at last analyzing the reasons for deficiencies. Part VI: According to the deficiencies and reasons for the central government's inadequate financial responsibility for the rural social endowment insurance system, put forward countermeasures and proposals to strengthen the central government's financial responsibility. Part VII: Conclusion, summarizing the main content of this paper, pointing out that in order to promote the development of the rural social endowment insurance system, the central government should make full use of the advantages in financial resources, power resources, institutional resources to strengthen the management and supervision of the rural social endowment insurance system.The books and documents about the central government's financial responsibility for the rural social endowment insurance system are reversely small, thus theoretical research in this regard is actually a blind spot in academia. Therefore, this study of rural endowment insurance system is of great practical significance for enriching theoretical research in this regard, at the same time it has a certain significance for improving the practice of the pilot new rural endowment insurance system.In this paper, the author mainly adopts literature and antithesis method to analyze and expand discourse. At first, the author references some literature about the development of the rural endowment insurance system and the government's fiscal responsibility, at the same time cites some data to analyze the necessity and inevitability of the involvement of the central government in the rural endowment insurance system. Then, by comparing different countries' endowment insurance system and urban and rural endowment insurance system in our country, the author demonstrate the shortcomings of the central government's fiscal responsibility for the rural endowment insurance system and make recommendations accordingly, while with some data and charts to visually carry out feasibility studies, in order to enhance the persuasiveness of this article. Since the available resources are limited and individual ability is limited, there is no quantitative analysis for the central government's financial responsibility, which is the shortage of this paper, which is also my future efforts.
