Study Of The Government’s Financial Responsibility On The Social Endowment Insurance System

Rural social pension plays an important role in the social security system. Its intention is to ensure peasant’s enjoyment of the social security right and to solve the problem of support in their old age.The public character of Rural social pension determines that the government as the main part offers the money. Due to the vacancy of the government’s responsibility in our traditional rural social pension, this mechanism is nominal. In this period of development, social pension led by the government seems very important. Our country began to launch the new rural social pension as experimental work in the late of2009. Until now, this measure has got some achievements. The new pension emphasizes more on the duty of the government, especially the duty of finance. During the process of carrying out the new system, the government increased the investment of finance. In the aspects of treatment and payment, the government gives some subsidies so that this new system has general benefit and justice. This also will boost the initiative of peasants.As a new system, the new social pension is immature and imperfect. There is also some problems of The government’s financial duty. This thesis is based on the background of the development of the rural social pension and analyses the changes in the government’s duty. According to a large amount of documents and data, it tells the present situation of the government’s financial duty. We take Xuchang’s case as an example and analyze the documents and date offered by the center of new social pension. We had some interviews with peasants so that we can know their need and recognition. Then from financial investment, financial allocation, financial supervision and administration,these three aspects we analyze the problems lying in the government’s financial duty and put forward our advises as the theoretical guidance for the carrying out of the system. Due to the limitation of the documents, the analysis of this essay isn’t profound enough. This thesis still needs to be consummated and improved.
