The Reasearch On The Division Of Responsibility On Rural Social Endowment Insurance System Between Central And Local Government

The establishment of the Rural social endowment insurance system is essential toaccelerate the establishment of social security system that covering urban and ruralresidents, and it is also significant for the security of rural aged residents’ life, for therealizing of people’s basic rights, and for narrowing the gap between urban and ruralareas and maintaining the stability of China.Because of government’s significant concern to the“three agricultural problems”,the rigorous situation of population aging and the need to carry out the social fairnessand justice, the original deadline to realize the complete covering of the rural socialendowment insurance system, which is2020, has been repeatedly scheduled ahead.Considering the public good character of the rural social endowment insurance andthe constraints on government’s financial capacity, it is very important for theinstitution’s successfully implementations and the above objective’s realization thatthe centre and the local government share the related responsibility properly, however,nowadays the implementation of the institution is far from perfect, the centre andlocal government can’t clear each other’s responsibility, which seriously affect theimplementation and development of rural social endowment insurance system. Thetopic of this article is presented in such a background. Based on foreign experience,this article analyzes the status and problems of China, and then give policysuggestions. The paper aims to provide China’s rural social endowment insurancesystem with theoretical guidance.The paper can be divided into five parts, the first part is introduction, includingthe background and the significance of selected topic, as well as the history andcurrent status of research abroad, based on which the author identify the study methodand the points of innovation and difficulties. The second chapter introduces the relatedtheories, at first defines the core concepts such as local and centre government,followed by the theoretical basis to divide responsibility, which includes the theory ofthe gradation of public goods, the division of government funtion and the principle ofefficiency.The third chapter describes the present situation of the responsibilitydivision between two levels governments, and then analyzes the malpractices throughtheoretical analysis and empirical analysis, such as the lacks legislation regulation inthe division of government responsibility and the unproper division of financial responsibility. The forth chapter introduces the lessons and experience draw fromforeign countries in this field, and sum up experiences for the following division ofresponsibility. The last chapter provides the basic path to improve our currentsituation, first establishes proper division standard, combinds with the increasinglysophistication of prior constraints, monitoring and evaluation mechnism, this paperaims to apply to the theory of division of responsibilities to practice.
